미투 운동의 빅 데이터 분석을 통한 성범죄 국민 인식 연구

A Study on the people’s perception of sexual crimes the analysis of bigdata in the Me-Too Movement

우리나라 강력범죄 가운데 살인, 강도, 방화 범죄는 지난 10년간 감소추세를 보이는 반면, 성범죄는 약 2배가량 증가하였다. 정부의 성범죄 방지를 위한 법률제정이나 개정은 1994년 이후로 현재까지도 계속 진행되어 오고 있다. 하지만 성범죄를 근본적으로 근절하기 위해서는 법과 제도 개선 이외에도 국민의 인식 개선이 또한 필요하다. 2018년 초 검찰청 내부 성추문 사건의 폭로를 계기로 촉발된 한국 미투 운동을 중심으로, 이 연구는 미투 운동의 버즈량을 수집하여 미투 운동에 대한 국민적 관심의 흐름과 미투 운동, 성범죄, 성폭행의 연관키워드, 감정키워드에 대한 빅 데이터 분석을 실시하였다. 그 결과, 온 국민의 관심을 받았던 미투 운동은 성폭행 · 성범죄 피해자 위주로 국민사고의 대전환이 있었고, 권력형 성범죄에 대한 인식방법이나 피해자에의 공감을 통한 2차 피해를 예방하는 인식변화의 기점이라는 사실을 가시적으로 확인할 수 있었다. 빅 데이터 분석을 통해 알 수 있었던 우리 사회에 만연한 가해자 위주의 성범죄 인식에서 피해자 공감으로 전환한 국민인식의 변화를 토대로 성범죄의 법적 예방대책 마련에 일조하기를 기대해본다.

Among the nation’s violent crimes, crimes of murder, robbery and arson have been on the decline over the past decade, while sex crimes have increased about twice. The government’s legal enactment and improvement of sex crimes has been ongoing since 1994. However, in order to eradicate sex crimes fundamentally, it is also necessary to improve the public’s social awareness in addition to improving laws and systems. In early 2018, Korea Me-too Movement began after the revelation of a sexual harassment scandal within the prosecution office. This study conducted the Big Data analysis of the Me-too movement’s interest trend of the people and the Me-too movement, sex crimes, sexual assault related keyword, and emotional keywords. As a result, it was confirmed that the Me-too movement, which received the public attention, was the starting point of sexual assault, the shift to victim-oriented thinking, the perception of influence-peddling, sex crimes are not something to be hidden, and a change in perception that prevents secondary damage through empathy with victims. We hope that sex crimes prevalent in our society, as shown by this data, can be helped to take legal preventive measures against sex crimes based on changes in public perception that are centered on victims.
