자살예방정책 형성과정 분석연구

A Study on the Formation Process of Suicide Prevention Policies: Based on Kingdon’s Policy Streams Model

본 연구는 문헌조사를 통해 한국의 IMF 외환위기가 있었던 1997년부터 자살예방법이 제정된 2011년까지의 자살예방정책 형성과정을 킹던의 정책흐름모형을 적용해 분석한 연구다. 분석결과 ｢자살예방 및 생명존중문화 조성을 위한 법률｣이 제정되기까지는 정치의 흐름, 즉 국회의 적극적인 활동이 가장 큰 영향을 미친 것으로 분석되었다. 그러나 이 모든 과정을 관통하며 자살예방정책 형성과정에 기폭제가 된 흐름은 몇 차례의 경제위기와 유명인의 자살 사건, 더불어 계속해서 발생한 모방 자살이 포함된 문제의 흐름이다. 그리고 그 문제의 흐름에 따라 민간단체와 전문가들이 제시한 정책대안의 흐름이 정치적 흐름에 영향을 미치며 정책의 창을 열게 하였고, 세 개의 흐름이 결합해 정책의 창이 열리며 정책이 결정된 것으로 분석된다. 본 연구결과는 지난 14년간의 자살예방정책 형성과정을 종합적으로 정리하고 분석했다는 것에서 사료적 가치를 갖는 연구이며, 자살예방정책에 관한 연구가 부족한 실정에서 자살문제에 관심을 갖고 더 발전적이고 풍부한 정책연구를 할 수 있는 토대를 마련했다는 데 의의가 있다.

This study was based on the analysis of Kingdon s policy streams model to examine the formation process of suicide prevention policies from 1997 when Korea had the IMF financial crisis to 2011 when the Suicide Prevention Act was enacted. As a result, it was analyzed that the stream of politics, or the active activities of the National Assembly, had the biggest impact until the enactment of the Act on the Prevention of Suicide and the Creation of Culture of Respect for Life. However, throughout the entire process, the development of a suicide prevention policy had a trend that included several economic crises, celebrity suicides, and a series of copycat suicides. According to the stream of the problem, the stream of policy alternatives proposed by private organizations and experts influenced the political stream and opened the window of policy, and the three combined streams opened the window of policy to decide suicide prevention policies. This study is valuable in that it comprehensively organized and analyzed suicide prevention policies over the past 14 years, and it has laid the foundation for more advanced and abundant suicide prevention policy research.
