코로나19 관련 군의 역할과 재난구호 활동

적극적 평화와 포괄적 안보로서 군의 역할변화와 재난구호 협력 네트워크

탈냉전 시대에 적극적 평화의 달성을 위한 군의 포괄적 안보 활동은 필수불가결한 요소이며, 코로나19는 그 변화를 가속화시켰다. 본 연구에서는 ‘코로나19’와 ‘국군’을 키워드로 하는 2020년에 발행된뉴스 데이터 796건을 이용하여 텍스트 마이닝, 네트워크 분석, 구조적 등위성 분석(CONCOR)을 실시하여, 키워드 및 주요 이슈를 도출하고, 이들 사이의 관계를 분석하고, 나아가 국가적 재난상황에대응하는 포괄적 안보로서의 군의 역할 변화와 재난구호의 주체를 확인하고자 하였다. 분석결과코로나19와 관련된 국군의 키워드는 ‘코로나19’, ‘대통령’ 이며, 네트워크 분석에서는 대통령-국민, 확진자-감염, 지원-대구 등이 단어 간 높은 연결 관계를 형성하였다. 또한 구조적 등위성 분석의결과 4개의 군집이 형성되어, 각 군집을 대통령 공식 발언, 지역사회 확산 방지 활동, 군대 내 코로나19 감염, 코로나19 방역 활동으로 명명하였다. 연구 결과, 2020년 코로나19에 대응하기 위한 국군의재난구호 활동의 주체는 군의 인력과 시설을 중심으로 한 ‘의료자원’이었으며, 또한 재난구호 활동이 ‘국군의료지원단’, ‘국방신속지원단’의 전문화된 조직의 재난구호 협력 네트워크를 통해 구체화되었음을 알 수 있었다.

The COVID-19 epidemic has accelerated the transformation of the Republic of Korea (ROK) military’s role from traditional to comprehensive security activities to achieve a positive peace in the post-Cold War era. In this study, we explore roles and activities of the military in response to national disaster and relief situations. We analyzed 796 news articles published in 2020 with the keywords “COVID-19” and “ROK military” First, text mining analysis revealed the keywords “COVID-19” and “the President.” Second, network analysis identified a strong connection between: “the president”-“public,” “confirmed person”-“infection,” and “support”-“Daegu.” Third, using CONCOR analysis, we identified four clusters, categorized as: “the President’s official statement,” “activities to prevent the spread among local communities,” “COVID-19 infection in the military,” and “COVID-19 quarantine activities.” These results demonstrate that disaster relief activities were mostly comprised of “medical resources,” which were conducted through the cooperative networks of the Armed Forces Medical Support and the National Defense Rapid Support teams.
