The Origin of Identitying Kaliningrad as a Dual City: Focusing on the ideological city landscape policy of Soviet Union and change of public recognition

칼리닌그라드는 2차대전 직후 소련으로 편입되기 전까지 쾨니히스베르크라는 이름으로 불렸던 프로이센의 중심지로서 근대 독일 역사에서 중요한 위치를 차지했다. 그러나 2차대전 후 독일의 ‘동방으로의 진출’을 차단하고, 프로이센 군국주의를 단절시켜야 한다는 점에 이해가 합치한 연합국에 의해 쾨니히스베르크는 소련에 양도되었다. 소련은 프로이센의 심장인 쾨니히스베르크의 영유를 확고히 하고자 칼리닌그라드로 개칭하고 소비에트 도시로 재건하고자 했다. 도시 건설 과정에서 이데올로기적, 현실적 이유로 쾨니히스베르크의 유산과 역사는 청산되어야 할 악으로 간주되었다. 하지만 냉전 체제에서 당초 계획했던 소비에트 도시 건설은 뜻대로 진행되지 못했고, 이는 뜻하지 않게 독일의 유산이 소비에트 칼리닌그라드에서 살아남는 주된 요인이 되었다. 이러한 상황 속에서 칼리닌그라드의 전후 세대는 독일적 도시경관과 문화유산, 역사를 자신의 것으로 인식하게 되었고, 냉전 질서와 국내 통제의 완화는 도시 공간과 과거 유산에 대한 주민들의 주인의식을 강화했다. 쾨니히스베르크 성 파괴와 소비에트 전당 건설 등 소련의 이데올로기적 경관 정책은 지속되었으나, 이에 맞서는 칼리닌그라드 주민의 지역경관 및 유산에 대한 주인 인식의 강화 역시 계속되었다. 칼리닌그라드의 건설과 발전에서 도시 공간에 대한 상반된 인식의 공존은 칼리닌그라드가 가진 이중도시 정체성의 역사적 연원이다.

Kaliningrad was called Königsberg, until annexed by Soviet Union right after World War Ⅱ. Before annexation, Königsberg played an important role in modern German history as the heart of Prussia. But after World WarⅡ, to block Germany’s ‘Drang nach Osten’ and secure an ice-free port, Soviet Union annexed Königsberg and renamed it ‘Kaliningrad’. The Soviet Union tried reconsturct it to be a Soviet city. In the process, heritage and history of Königsberg regarded as evil which have to liquidate. However, the post-war generation, who were born and bred in Kaliningrad, recognized the landscape and history of their city as their own property. Détente and ease the censorship strengthened their ownership. However, ideological policy of Soviet government, such as destruction of Königsberg castle and construction of House of Soviets continued. Nevertheless citizens of Kaliningrad continuously built up their ownership on the city landscape and its heritage. The interaction between citizen’s recognition and government’s policy became the origin of dual city identity of Kaliningrad.
