교원업무 경감을 위한 통합적 접근 모형과 정책방안의 전략적 탐색

Integrative Approach and Policy Alternatives for Reducing Teachers’ Workload

교원의 업무과다에 따른 문제를 해소하기 위한 정부 및 교육청 차원의 대책 그리고 대책마련을 위한 정책연구들이 최근까지도 이어져 오고 있지만 교원업무 경감을 바라보는데 있어 정부, 교원단체, 학계의 다양한 시각차이가 존재함으로 인해 선행 접근들은 일정한 한계를 노정하고 있다. 본 연구는 교원업무 경감에 대한 이러한 선행 접근들의 한계에 착안하여 정책의 생태적 접근과 전략적 접근 그리고 소통적 접근을 토대로 교원업무 경감의 방향과 과제를 교원업무의 생태적 순환단계별로 제시하는 데 목적이 있다. 이를 위해 교원업무 경감에 대한 다양한 인식을 분석하고, 업무경감을 위한 새로운 접근 모형으로서 생태적, 전략적, 소통적 접근 모형을 통합적으로 제안하였다. 이러한 모형에 근거하여 교원업무 경감을 위한 정책의 기본방향을 설정하고, 구체적인 방안을 교원업무의 발생, 전달, 처리 단계별로 업무경감 방안 추진의 우선순위를 고려하여 제시하였다. 특히, 본 연구에서는 생태적, 전략적, 소통적 접근의 모형을 바탕으로 교원업무 경감을 위한 통합적 접근 모형을 대안적 틀로서 제시하고 교원업무 과다로 인한 문제의 해법을 모색하였다.

This study was intended to suggest directions and priorities for reducing teachers’ workload through an integrative model of school work based on ecological, strategic and communication approaches we constructed. In order to accomplish this objective, we analyzed the perception of teacher workload among key stakeholders from previous studies, and suggested new approaches - ecological, strategic and communicative approach - for reducing teachers’ workload in schools. We also suggested basic directions for policy interventions and priorities of specific strategies for reducing heavy workload of teachers. We evaluated them and determined the order of priority based on the ecological cycles of school work - that is, occurrence of tasks, transmitting, and processing. We extracted specific strategies for reducing teacher workload from the previous studies, and rearranged them intentionally in a certain stage of ecological cycles of school work for a policy intervention improving the working conditions for all teachers.
