다문화사회와 다문화 시민교육의 방향

Multicultural Society and the Directons of Multicultural Citizenship Education

우리 사회의 학교의 다문화교육은 주로 외국인근로자 자녀와 결혼이주민 자녀의 학습결손 방지와 학교적응 지원에 초점을 맞추어 실시되었다. 다문화화 현상이 심화되고 있는 상황에서 다문화가정의 자녀 뿐 아니라 일반 학생을 포함한 다문화사회의 구성원들을 다문화 현상을 이해하고 다문화사회에서 주체적이고 능동적인 역할을 할 수 있는 시민으로 양성하는 다문화 시민교육이 필요하다사회구조적 불평등의 해소를 지향하는 교육개혁 차원에서 실시되고 있는 미국이나 동화주의를 채택하고 있는 프랑스와 달리 우리 사회의 다문화 시민교육의 목표는 다문화 이행 단계에 맞춰 소수 문화에 대한 이해와 차별 해소, 주류 사회의 소수자 문화의 포용에 초점을 둘 필요가 있다. 그러한 목표를 추구하면서 자유주의적 시민성을 바탕으로 한 다문화 시민교육의 방향을 다음과 같이 제시하였다. 첫째, 다문화 시민교육은 소수 집단의 문화를 이해하고 존중하며 그들 집단의 보편적 자유주의적 권리를 보장하는 데 목표를 두어야 한다. 둘째, 다문화 시민교육은 가치적 측면의 시민성의 덕목으로 관용, 다원주의, 비판적 태도 등을 강조하여야 한다. 셋째, 다문화 시민교육은 학생들이 지식의 사회적 구성 과정과 지식의 사회적 의미를 이해하고 다양한 관점에서 지식을 파악할 수 있도록 도와야 한다.

This study focuses on the meaning of multiculturalism and the directions of multicultural citizenship education. Korean multicultural education has emphasized the socialization of students of multicultural families. In the moment of seeking the harmony between cultural diversity and social integration in the multicultural society, we need multicultural citizenship education for students understanding the meaning of multiculturalism and developing their active and positive role in the multicultural society. It is the purpose of multicultural citizenship education that understands and embraces the characteristics of minority groups, gets rid of the discrimiantion to the minority groups. Based on the idea of cultural pluralism and liberal culturalism, we suggest the directions of multicultural citizenship education as follows. First, multicultural citizenship education should focus on the understanding the meaning of minority cultural groups and provide individuals liberal rights. Second, multicultural citizenship education should develop students’ attitude of tolerance, pluralism, and critical thinking. Third, multicultural citizenship education should recognize the social construction of knowledge and diverse perspectives of knowledge.
