4차 산업혁명 기술에 의한 스마트 복지사회 구현

Implementation of a smart welfare society through the technology of the 4th Industrial Revolution

본 연구의 목적은 4차 산업혁명 기술에 의한 사회복지 실천현장의 변화의 필요성을 인식하고 스마트 복지사회 구현을 위한 방안을 모색하고자 하였다. 이를 위해 ‘4차 산업혁명, 스마트 복지사회’를 핵심용어로 사용하여 문헌조사 및 보도자료 분석, 사례를 검색 및 분석하였다. 본 연구의 결과는 다음과 같다. 첫째, 4차 산업혁명에 의한 성장과 복지의 선순환을 실현하기 위해 인공지능, 빅데이터 등 정보통신기술을 활용하여 사회적 안전망을 구축해야 할 것이다. 둘째, 스마트 복지사회를 실현하기 위해 사회복지 전문인력은 사회와 기술변화에 대한 이해가 요구된다. 셋째, 디지털 환경구축을 위한 사회복지 기관에 디지털 기기 설치 확대 및 운영이 요구된다. 넷째, 스마트 복지사회를 위한 사회복지 전문인력 양성이 요구된다. 즉, 사회복지사를 위한 디지털 역량강화, 사회복지전공 대학생을 위한 디지털 관련 교과목 편성이 요구된다. 다섯째, 서비스 이용자의 의사결정 참여 확대를 위한 모바일 및 디지털과 결합한 방식인 디지털크라시가 이용될 수 있도록 확대가 요구된다. 마지막으로 중앙 및 지방정부의 스마트 복지사회 구현을 위한 관심과 예산 확충이 요구된다.

The purpose of this study was to recognize the necessity of change in the social welfare practice site by the technology of the 4th industrial revolution and to seek ways to realize a smart welfare society. To this end, the 4th Industrial Revolution, Smart Welfare Society was used as a key term to conduct literature research, analyze press releases, and search and analyze cases. The results of this study are as follows. First, in order to realize a virtuous cycle of growth and welfare by the Fourth Industrial Revolution, it is necessary to establish a social safety net using information and communication technologies such as artificial intelligence and big data. Second, in order to realize a smart welfare society, social welfare professionals are required to understand social and technological changes. Third, it is required to expand and operate digital devices in social welfare institutions to establish a digital environment. Fourth, it is required to cultivate social welfare professionals for a smart welfare society. In other words, it is required to strengthen digital capabilities for social workers and to organize digital-related courses for college students majoring in social welfare. Fifth, expansion is required so that digitalcracy, a method combined with mobile and digital, can be used to expand service users participation in decision-making. Finally, interest and budget expansion of central and local governments are required to realize a smart welfare society.
