한국과 일본 노인복지시설의 감염관리 지침에 관한 연구

A Study on the Guiding Principles for Managing Infections at Welfare Facilities for the Elders in Korea and Japan

本論文では、韓国と日本の高齢者福祉施設の感染管理指針に関する研究である。感染管理指針を考察するために、公共機関のデータおよび関連研究所の資料などを分析することである。韓国と日本の高齢者福祉の現場での基礎資料提供を目的としている。 韓国と日本の共通点は、社会福祉施設の感染管理指針と関連している。また、高齢者福祉施設における感染予防管理と感染症の発生状況を把握し、対応をしている。そして、中央行政部門と地方自治体、公共機関との連携や協力体系を強調している。韓国と日本の高齢者福祉施設は、以前の感染管理指針をもとに、感染症の動向や新たな知見を統合ㆍ改訂することと地域社会の団体と連携活動や感染管理の体制づくりが異なっている。 韓国と日本の高齢者福祉施設の感染管理の考察を通じてまず、地域社会との協力対応が必要である。第二に、介護現場で実践可能な感染管理システムを構築しなければならない。

The present article analyses the guiding principles for managing infections at welfare facilities for the elders in Korea and Japan. In order to examine these guiding principles, the present study surveys the data provided by public organisations and materials provided by relevant institutes. Its objective is to present basic materials for those who are working at welfare facilities for the elders in Korea and Japan. A commonality between Korea and Japan concerns guiding principles for managing infections at social welfare facilities. Also, they monitor the infection-preventing managements of these facilities and the occurrences of infectious diseases. Furthermore, they lay emphasis on collaborative schemes among the central administrative section, local public entities, and public institutions. The welfare facilities for the elders in the two countries, however, differ in terms of the integration of monitoring of infectious diseases and newly gained knowledge, joint activities with communal social organisations, and the build-up of systems for managing infections, due to the past guidelines for managing infections. The analysis of how welfare facilities for the elders in Korea and Japan manage infections reveals the need for collaborative effort with communal societies. Another pressing task is to construct an infection-management system that may be implemented in actual scenes.
