우리나라 고등학교 독도 교육의 현황과 문제점

Current Status and Problems of High School Dokdo Education in Korea

독도에 대한 일본 정부의 영유권 주장은 외교적인 주장을 넘어 교육 정책 면에서도 지속적이고 체계적으로 강화되고 있다. 반면 한국은 독도 교육을 강조하고 있지만 일선 고등학교에서는 형식적이고 일회적인 활동으로 진행되거나 입시 위주의 교육 현실 탓에 교육적 우선순위에서도 밀리고 있는 형편이다. 따라서 독도 문제를 역사적 문제로 인식하고 일본의 영유권 주장에 대해 논리적으로 대응하며 독도 수호 활동을 펼치는 민주시민으로서의 역량을 기르는 실질적인 고등학교 독도 교육이 요구된다. 이를 위해서는 교원에 대한 독도 교육 연수를 의무화하여 전문성을 강화하고, 학년 초 교육 준비 주간에 교과 연계 독도 융합 수업, 공동 수행평가 등의 교과 수업 설계부터 교내 행사와 동아리 활동, 교내 대회 등 학교 단위 교육계획 수립까지 독도 교육이 학교 교육 과정에 전반에 포함되어야 할 것이다. 또한, 대학 입시에 민감할 수밖에 없는 고등학교의 현실을 고려할 때 수능 한국사에 독도 문항이 필수로 포함된다면 독도 교육의 실질적인 개선과 질적 강화가 이루어질 수 있을 것이다.

The Japanese government s claim of sovereignty over Dokdo has been continuously and systematically strengthened in terms of educational policy beyond diplomatic claims. On the other hand, Korea emphasizes education on Dokdo, but in high schools, it is either a formal and one-time activity, or it is being pushed out of educational priority due to the reality of entrance-oriented education. Therefore, there is a need for practical high school education on Dokdo, which recognizes the Dokdo issue as a historical issue, logically responds to Japan s claim to sovereignty, and develops its capacity as a democratic citizen to defend Dokdo. To this end, it is mandatory to train Dokdo education for teachers, strengthening their professionalism, and designing curriculum related to Dokdo convergence class, joint performance evaluation, etc. Until establishment, Dokdo education should be included in the school curriculum. Also, considering the reality of high school, which is inevitably sensitive to college entrance exams, if Dokdo questions are included in the Korean history of SAT, practical improvement and qualitative enhancement of Dokdo education can be achieved.
