East Asian Territorial Disputes and Northeast Asian International Politics: From the perspective of the 2016 Japan-Russia negotiations on Kuril islands

2016년 일러수뇌회담은 일러 양국의 영토문제 해결을 위한 것이 목적이었지만, 더 나아가 아베 수상이 러시아를 끌어들여 중국에 대한 포위망을 강화하고자 하는 회담이었으며, 동북아국제정치의 큰 판의 움직임을 염두에 둔 아베 수상의 의도가 엿보이는 중요한 회담이었다. 그러나 북방4도의 반환이 거의 불가능에 가깝게 느껴진다. 그 이유는 북방영토문제의 미해결은 많은 부분 일본정부의 책임으로 보이기 때문이다. 일본정부의 ‘4도 일괄 반환’ 주장과 ‘2도 선행 반환’ 주장이 어지럽게 교차하는 잦은 ‘골대 이동’이 북방영토 해결을 무산시키는 주요 요인이었다. 물론 일본정부의 그러한 결정에 미국정부의 부정적 영향력 행사의 산물이거나, 미일동맹정책의 대가임도 부정할 수 없을 것이다. 본 논문을 통해, 동아시아 영토문제는 대국간 힘의 전이 현상이 배경에 있어 복잡한 정치역학이 작용하는 극히 어려운 문제라는 것이 명백하게 밝혀진다. 그리고 일본정부가 주장하는 고유영토론에 대한 러시아인의 인식을 살펴보면, 북방4도에 대한 일본정부의 ‘고유영토론’ 주장이 얼마나 공허한 것인지 명확해진다. 일본의 ‘고유영토론’은 독도에 대한 주장에서도 어김없이 등장하는데, 그 주장의 공허함이 같은 이유에서 오버랩 되고 있음을 숨길 수 없다.

The 2016 Japan-Russia summit meeting was aimed at solving the territorial problems of both countries; however, Prime Minister Abe was in talks to attract Russia and strengthen its foothold in China. Also, it was an important meeting that showed the intention of PM Abe, in view of the movement of large-scale edition of Northeast Asian international politics. However, the return of the northern 4 islands seems almost impossible. The reason is that the unresolved issue of the northern territory seems to be largely the responsibility of the Japanese government. The frequent goal shifting of the Japanese government s claim of four islands return and two islands return first was the main factor that disrupted the resolution of the Northern Territories. Of course, it would be a product of the US government s negative influence on such a decision of Japanese government, or the price of the US-Japan alliance policy will not be denied. Through this paper, it is clear that the problem of East Asian territory is a difficult problem that complicated political dynamics work in the background of the transition of powers between the Great Powers. When you look at the Russians perception of the inherent territory theory Japanese government claims, it becomes clear how empty the claim of the Japanese government s inherent territory theory on the northern four islands is. Japan s inherent territory theory appears in the claim to Dokdo, we can not hide that the emptiness of the claim is overlapping for the same reason.
