독도문제와 관련한 ‘스기하라(杉原隆) 보고서’ 재검토

A Review of ‘Sugihara Report’ Regarding Dokdo

이 글은 ‘시마네현 죽도문제연구회’가 발간한 『제2기 ‘죽도문제에 관한 조사연구’ 최종보고서』(2012.3)에 수록된 스기하라 다카시(杉原隆)의 보고서 ｢에도시대부터 쇼와시대에 걸쳐 다케시마와 관련된 오키인들의 발자취｣를 비판적으로 검토해 본 것이다. 스기하라는 이 보고서에서 울릉도·독도 문제에 관련된 오키섬 주민 개개인의 역할, 집안 내력, 심지어 그들 후손의 현재 상황까지 구체적으로 소개하고 있다. 이것은 울릉도·독도가 역사적으로 오랜 세월 동안 오키섬 주민들의 삶과 밀착된 지역이었다는 점, 즉 전근대에 일본(오키섬주민)이 독도를 실질적으로 이용하고 있었음을 우회적으로 부각시킴으로써 독도의 역사적 권원이 일본에 있음을 강조하려는 의도로 볼 수 있다. ‘스기하라 보고서’는 비록 사료에 근거하기는 하나, 엄밀한 학술적 논증 형식을 갖춘 논문이라기보다 보고서 형식의 기사글이라고 할 수 있다. ‘스기하라 보고서’는 울릉도·독도가 오키섬 주민들의 삶과 관련이 있었다는 ‘기억’과 ‘기록’만을 가지고 독도영유권 주장을 합리화하고 있다. 이는 드러난 경험적 사실만을 절대화함으로써, 드러나지 않은 진실을 은폐하고 왜곡하는 실증주의적 사고 방식의 전형으로 볼 수 있다.

This thesis is dedicated to a critical examination of Sugihara Dakasee’s Report, ‘The Historical Footsteps of Oki Island’s Residents associated with Takesima from Edo to Showa period’ in 『The Final Reports of the second Takesima Study Meeting of Shimane Prefecture』(2012.3). In this report, Sugihara introduced in detail, the individual’s role of Oki Island’s residents, their family history, and even their descendants, to the present time, related to Ulleungdo and Dokdo. His intension was to show that historically, Ulleungdo and Dokdo were actually used for many years by Oki residents as a living space, consequently to insist that Japan has the historical title for Takesima since pre-modern Japan. Sugihara’s Report can be seen as an article writing on the ground that although it is based on historical materials, it racks academic arguments. It makes unreasonable claim that Japan has the historical sovereignty over Takesima only by the memory and historical records that Ulleungdo and Dokdo was associated with the lives of the residents of Oki Island. It is typical of the positivist emphasizing empirical facts revealed, concealing unrevealed facts, distorting truth.
