중앙-지방 간 정부신뢰의 탈동조화?

Decoupling Trust in Central and Local Government?: Focusing on Busan and Incheon Metropolitan Cities

본 논문의 목적은 정부신뢰의 결정요인에 대한 분석이다. 본 연구에서는 기존의 연구와 달리 정부신뢰를 중앙정부에 대한 신뢰와 지방정부에 대한 신뢰로 구분하여 각 신뢰에 대한 개인수준의 결정요인을 분석한다. 부산과 인천의 주민을 대상으로 실시한 설문조사 데이터의 분석 결과 다음과 같은 다섯 가지 사실을 발견하였다. 첫째, 지방정부에 대한 주민들의 신뢰도는 중앙정부에 대한 신뢰와 긴밀히 연결되어 있다. 둘째, 대통령에 대한 신뢰는 중앙정부와 지방정부에 대한 신뢰 모두에 강한 양(+)의 영향을 미친다. 셋째, 언론이 지방정부의 신뢰에 미치는 영향은 유의미하게 나타나지만, 중앙정부에 대한 신뢰에 미치는 영향은 유의미하지 않다. 넷째, 응답자의 정치이념은 중앙정부에 대한 신뢰에 유의미한 영향을 미치지만 지방정부에 대한 신뢰에는 유의미한 영향을 미치지 않는다. 다섯째, 지방의회에 대한 신뢰는 지방정부에 대한 신뢰에 유의미한 양(+)의 영향을 미친다. 본 논문의 경험적 결과는 향후의 개방적, 협력적 지역 거버넌스 구축과 지역 민주주의 발전에 함의를 가진다.

This paper aims to analyze the determinants of government trust. Unlike previous studies with a limited focus on trust in central government, this study examines trust in the central and local governments simultaneously. We conduct regression analyses on the original survey data of residents in Busan and Incheon metropolitan cities, using OLS (ordinary least square) regression and SUR (seemingly unrelated regression) models. Our findings are as follows. First, although nearly 30 years have passed since implementing the local autonomy system, neither Busan nor Incheon has developed an autonomous realm for its local politics. Residents’ trust in local government is closely related to their trust in central government. Second, trust in the president has a strong positive impact on both central and local governmental trust. Third, the press plays a significant role in building trust in local government. Fourth, individual political ideology has a significant effect on trust in central government but nil on the effect at the local level. Fifth, trust in local councils has a significant impact on trust in local government. We discuss the implications of these findings for the establishment of open and cooperative local governance and the future development of local democracy.
