중국 주변외교의 진화와 변강의 확장

Evolution of China s Periphery Diplomacy and Expansion of Frontier: Focusing on China s West Asia Strategy

본 논문은 시진핑 집권 이후 중국 외교의 ‘주변’ 개념이 진화하고 있다는 점에 주목하여 중국 주변외교의 범위가 확장하고 있음을 분석한다. 아울러 주변 범위의 확장이 중국 변강(frontier)의 확장으로 이어진다는 것을 주장한다. 시진핑 집권 이후 중국 외교에서 주변외교의 중요성이 더욱 커지고 있다. 특히 기존 주변의 범위가 대주변으로 확장하면서 주변외교의 공세적인 양상을 확인할 수 있다. 주변 범위의 확장은 곧 중국의 영향력 투사 범위가 확장한다는 것을 의미하며, 이는 영향력이 미치는 범위로서 중국의 변강이 확장되고 있음을 나타낸다. 서아시아는 대주변의 핵심지역으로 중요한 의미가 있다. 중국은 영향력 확대를 통해 미·중관계에서 우위를 점하고자 하며, 민족적·종교적으로 유사한 서아시아 국가들과의 우호관계를 통해 신장지역의 안정을 꾀하고자 한다. 뿐만 아니라 서아시아는 중국의 역점 사업인 일대일로의 성공을 위한 핵심 지역으로 지속적인 경제발전을 위해서도 중요하게 인식된다.

This paper, by investigating the evolution of the concept of ‘periphery’ of China’s diplomacy, attempts to analyze China s Peripheral Diplomacy is expanding. At the same time, it argues that the expansion of the periphery will lead to the expansion of China s frontier. Since Xi Jinping took power, peripheral diplomacy has become more important in China s diplomacy. In particular, with the expansion of the ‘periphery’ to the ‘grand periphery’, China’s diplomacy has increasingly turned aggressive. The expansion of the ‘periphery’ means the expansion of China s influence projection, which shows that China s frontier is expanding. As a key region, West Asia has an important meaning. China wants to occupy an advantage in China-U.S. relations by expanding its influence and seeking stability in Xinjiang through friendly relations with West Asian countries with similar nationalities and religions. In addition, West Asia is recognized as a key region for the success of China s One Belt and One Road, and is recognized as an important region for continuous economic development.
