프리랜서 관광통역안내사의 불안정 노동에 관한 연구

A Study on the Precarious Work of Freelance Tour Guides

본 연구의 목적은 여행서비스업에 종사하는 관광통역안내사의 노동시장 진입과 고용관계 및 노동조건 특성을 분석하여 프리랜서 관광통역안내사가 어떠한 맥락에 의해서 불안정 노동에 이르게 되는지를 분석하는 것이다. 분석결과 프리랜서 관광통역안내사의 불안정 노동 특성은 ‘고용관계의 불안정성’과 ‘소득의 불안정성’, ‘일과 생활의 불균형’으로 요약할 수 있으며, 이러한 불안정 노동의 발생원인은 다음과 같다. 첫째, 프리랜서 관광통역안내사 노동시장은 여행객들의 수요에 의지하는 여행서비스업 자체의 불안정성과 이로 인한 여행사의 비용절감 목적이 크게 작동한다. 둘째, 프리랜서 관광통역안내사 노동시장은 언어권별, 활동영역별 노동조건 및 수익구조가 다른 직종 내 이질성이 존재한다. 셋째, 프리랜서 관광통역안내사 노동시장은 여행사의 절대적인 권력 아래 일감 배정이 이루어지는 갑을관계 통제구조가 존재한다. 따라서 이러한 분석결과를 토대로 알 수 있는 연구의 정책적 함의는 다음과 같다. 첫째, 프리랜서관광통역안내사 노동시장의 전면적, 구조적 개혁의 필요성이다. 노동시장 내에 존재하는 표준약관의 실행과 더불어 저가패키지 관광투어로 인해 언어권별 차이가 나는 불안정한 수익구조를 개선해야 한다. 둘째, 프리랜서 관광통역안내사의 법적, 사회적 보호장치의 필요성이다. 현재 전국민고용 보험을 도입하기 위한 정부의 단계별 계획이 실행되고 있는 가운데, 프리랜서이지만 모호한 고용관계로 인하여 경제적 종속성이 강한 프리랜서 관광통역안내사를 보호하기 위한 장치가 마련되어야 할 것이다. 끝으로 이 연구는 국내외 프리랜서와 관련된 양적, 질적 실증적 연구가 부족한 가운데, 여행서비스업에 종사하는 프리랜서 관광통역안내사의 불안정 노동을 분석했다는 점에서 연구의 의의가 있다.

The purpose of this study is to analyze the labor market entry, employment structure and working condition characteristics of tour guides engaged in the travel service industry to analyze the context in which freelance tour guides lead to precarious work. As a result of the analysis, the precarious work characteristics of freelance tour guides can be summarized as ‘insecurity of employment relations’, ‘income insecurity’, and ‘work-life imbalance’, and the causes of such precarious work are as follows. First, the labor market for freelance tour guides is largely due to the insecurity of the travel service industry itself, which relies on the demand of travelers, and the purpose of reducing costs of travel agencies. Second, the freelance tour guides labor market has heterogeneity within occupations with different working conditions and profit structures by language area and activity area. Third, The freelance tour guides labor market has a relationship control structure in which all assignments are made under the absolute power of travel agencies. Therefore, the policy implications of the study that can be seen based on these analysis results are as follows. First, there is a need for overall and structural reform of the labor market for freelance tour guides. Second, there is a need for legal and social protection devices for freelance tour guides. This study is meaningful in that it analyzed the precarious work of freelance tour guides engaged in the travel service industry amid a lack of quantitative and qualitative empirical research related to freelancers at home and abroad.
