농어촌학교 우수교원 확보와 처우 개선을 위한 법제 발전 방안

A Study of the Measures to Revise Legislation to Secure Excellent Teachers in Rural Schools and Improve their Living Conditions

지역 균형 발전이 시대의 과제라면 농어촌교육을 발전시키는 일 역시 시대의 과제이다. 본 연구는 농어촌교육에 결정적 요인인 우수 교원 확보에 초점을 맞추어 현실을 분석하고, 법제 발전 방안을 제안하였다. 그동안 농어촌학교 교원 정책은 순환 전보제와 승진 가산점을 중심으로 교원을 확보하는 일에 초점을 맞추었다. 그러나, 이런 제도가 농어촌교육의 발전에 기여하고 있다고 평가할 수는 없다. 본 연구는 통합운영학교가 늘어나고 사회센터로서의 기능을 확대해야 하는 농어촌학교 교육을 발전시키기 위하여 지방교육자치법에 특례를 규정하여 교육장 임용 특례를 보장하고, 교육장에게 인사권을 부여할 것, 그리고 교원 자격 법제를 개정하여 초등학교와 중학교 교원 자격을 통합할 것을 제안하였다.

If developing entire country in a balanced way is the task of this times, the developing rural education is a task of this times as well. This study analyzed the reality of rural education by focusing on securing excellent teachers, which might be a decisive factor in rural education, and suggested a way to develop the related legal system. In the meantime, the teacher policies of rural schools have focused on just securing teachers with the rotational transfer system and the additional points for promotion. However, it cannot be evaluated that these systems have been contributing to the development of rural education. In order to develop the education of rural schools that need to increase the number of integrated operating schools and expand their functions as social centers, this study suggests to make special clauses in the Local Education Autonomy Act to guarantee special cases for the appointment of superintendents, to grant personnel rights to the superintendents. To revise the Teacher Qualification Act is another suggestion. It was proposed to integrate the qualifications of elementary and middle school teachers.
