한국 농촌교육 법제의 쟁점과 발전과제

Issues and Tasks of the Korean Rural Education Legislation

이 연구는 한국 농촌교육 법제의 쟁점을 분석하고 이와 관련하여 발전적 과제를 제시하는 데 그 목적이 있다. 농촌교육 법제를 넓게 보면 거의 모든 초중등학교 법제를 포함시킬 수 있으나 좁게 보아 농촌교육에만 작용하고 있는 법제를 대상으로 한다. 농촌교육 법제의 쟁점별로 발전과제를 제시하면 다음과 같다. 첫째, 농촌교육 지원대상을 일원화할 필요가 있다. 둘째, 농촌교육 육성주체로서 국가의 역할을 명료화해야 한다. 셋째, 농촌학생의 균등한 교육기회를 보장하기 위하여 농촌교육 여건개선과 함께 결과적 평등을 지향하고, 농촌교육의 공공성을 제고하는 기틀을 마련해야 한다. 넷째, 농촌교원의 안정적 확보를 바탕으로 전문화를 위한 시도가 필요하다. 다섯째, 학령인구 감소추세에 대응하여 농촌학교 운영구조의 효율화와 작은학교 간의 협력을 조화롭게 추진할 수 있는 기반을 조성해야 한다.

The purpose of this study is to analyze the issues of the Korean rural education law and to suggest related developmental tasks. Considering the rural education legal system broadly, it is possible to include almost all elementary and secondary school legal systems, but by limiting the scope, this study is aimed at the laws and systems that are applied only to rural education. The tasks for each issue in the rural education legal system are as follows. First, it is necessary to unify the target of rural education support. Second, the role of the state as a nurturing agent should be clarified. Third, in order to guarantee equal educational opportunities for rural students, it is necessary to establish a framework to aim for consequential equality and to enhance the public nature of rural education. Fourth, stably securing rural teachers and attempts are needed to secure their expertise in rural school. Fifth, in order to respond to the declining trend of the school-age population, a foundation for harmonious cooperation between small schools should be laid.
