Construction and Use Procedure of Apartment in North Korea and Tasks after Unification

이 논문의 제목은 북한지역 아파트의 건설 및 이용절차와 통일 이후의 과제라고 정하였다. 현재 남북한은 장기간 동안 상이한 정치 및 사회제도를 운영하고 있다는 점을 고려한다면, 장래 남북한의 통일과정에서 다양한 법적 문제가 발생할 것으로 예견된다. 이와 관련하여 아파트는 대표적인 공동주택의 하나이다. 북한지역의 경우에도 아파트는 편리한 주거시설로서 이용되고 있으며, 최근 대도시를 중심으로 아파트 건설이 증가하고 있다. 본고에서는 북한에서 아파트가 어떠한 절차에 따라 건설되는지에 대하여 검토하려고 한다. 그리고 현재 북한주민은 국가소유의 아파트에 거주하고 있다. 따라서 남북한이 통일을 달성한 후에 북한지역의 아파트에 거주하고 있는 북한주민을 어떠한 방식으로 보호할 것인지를 검토할 필요가 있다.

The title of this thesis is “Construction and Use Procedure of Apartment in North Korea and Tasks after Unification”. If South and North Korea unify in the future, I think they will develop more economically than now. However, South Korea and North Korea have shown great differences in political and social systems over the long term. In this regard, apartments are one of the common apartment houses. Even in North Korea, apartments are convenient residential facilities, and construction of apartments has been increasing recently. In this article, I will examine how the apartment is constructed in North Korea. North Koreans now live in state-owned apartments. Therefore, it is necessary to examine how to protect North Koreans living in apartments in North Korea after unification.
