조직의 사회적 자본 및 조직문화와 조직유효성간의 관계에 관한 실증적 분석

An empirical study on the relationship between Organizational social capital, organizational culture. and organizational effectiveness

이 연구는 기초지방정부 공무원의 인식조사를 바탕으로 조직의 사회적 자본 및 조직문화와 조직유효성간의 관계를 실증적으로 분석한 것이다. 최근 MZ세대가 조직의 중추역할을 담당하고 있는 점을 보면서기성세대와의 조직내 신뢰, 조직문화, 그리고 조직유효성과의 관계를 성별, 연령별, 소속별, 근무연수별 인식의 차이를 분석하였다. 사회적 자본인 조직 내 신뢰 및 조직문화와 조직유효성간의 관계를 확인하기 위해 회귀분석을 실시한결과, 조직유효성에 영향을 미치는 변수는 조직 내 신뢰, 혁신문화, 위계문화 순으로 통계적으로 유의한것으로 나타났다. 이와 같은 결과는 MZ세대의 공직진출이 늘어나면서 지니고 있던 공직사회의 조직문화나 조직구성원들 간의 신뢰가 기대했던 것에 미치지 못하고 있는 것으로 판단된다. 그리고 위계문화와 혁신문화 그리고 조직 내 신뢰는 조직유효성에 통계적으로 유의한 영향을 미치고 있는 것으로 나타났다. 이는 향후 MZ세대와 기성세대간 인식의 간격을 좁히기 위한 조직운영과 인사관리정책이 필요하다는 중요한시사점을 제공한다.

This study empirically analyzed the relationship between organizational social capital and organizational culture and organizational effectiveness based on the perception survey of basic local government officials. Looking at the recent fact that MZ generation plays a pivotal role in the organization, the relationship between trust, organizational culture, and organizational effectiveness with older generations by gender, age, affiliation, and working years was analyzed. As a result of the analysis, there was a statistically significant difference in perception of innovation culture and organizational effectiveness by gender, average difference in perception by all variables except innovation culture, organizational effectiveness, and age. As a result of regression analysis to confirm the relationship between trust and organizational culture and organizational effectiveness, which is social capital, the variables affecting organizational effectiveness were statistically significant in the order of trust, innovation culture, and hierarchical culture within the organization. In addition, there was a difference in perception between the organizational culture (hierarchical culture, innovative culture) of the MZ generation and the trust within the organization.
