Linking Higher Education with Lifelong Education: Problems and Solutions

본 논문은 고등교육과 평생교육이 결합한 고등평생교육의 현재 모습을 진단하고, 향후 이 두 유형의 교육이 발전적 관계를 정립할 방안을 찾아보려는 것이다. 이를 위해 먼저 고등교육의 이상적인 미래모습인 고등평생교육의 특징을 알아보고, 고등교육과 평생교육의 결합을 위해 정부가 어떤 역할을 해왔는지 살펴보았다. 다음으로 우리나라 고등평생교육의 현재 상태를 교육적 이상의 주요 특징인 개방성(open access), 유연성(flexibility), 지불가능성(affordability) 측면에서 진단하고 논의하였다. 마지막으로 현행 고등교육체제가 교육적 이상에 다가가기 어려운 이유를 살펴보고, 이를 극복할 방안으로 진입장벽 없는 고등교육생태계 만들기와 고등교육의 언번들링을 새로운 대안으로 제시하였다. 더불어 이러한 대안이 성과를 내기 위해 요구되는 과제를 정부와 대학 차원에서 논의하였다.

This study aims to examine the current state of linking higher education with lifelong education, and to search a solution for making their link tighter and mutually beneficial. To this end, it first looked at the key features of higher & lifelong education, which has long been conceived by academic communities across countries as the ideal future of higher education, and what role the Korean government has played for promoting linkage between them. Then, it analyzed the current state of higher & lifelong education in terms of openness, flexibility, and affordability, which are the main characteristics of educational ideal. It also reviewed the plausible causes that might prevent it from reaching the ideal, and suggested a new alternative to better connections, i.e., creating a higher education ecosystem without entry barriers and unbundling of higher education. It reasoned that it would be better to make the role of market stronger because the other two stakeholders, government and higher education institutions, had not been successful so far. It concludes with explicating what the government and institutions of higher education should do to make it work.
