재난 책임의 양면성에 관한 탐색적 연구

An exploratory study on the ambivalence of disaster responsibility : Is it the government’s responsibility or the individual’s responsibility?

본 연구는 개인이 인지하는 재난에 대한 인식이 재난 책임에 미치는 영향을 실증분석하는 것을 목적으로 한다. 재난은 법적 근거 및 당위성에 기반한 국가책임으로 이해되어 왔으나, 최근 개인의 노력과 도덕적 해이의 방지에 대한 논의가 강조되고 있는 점을 고려하여 재난의 책임에 대한 양면성을 분석하고자 한다. 분석결과, 재난으로 인한 신체적 혹은 재산적 피해의 경험은 재난 대비를 위한 개인적 차원의 노력이 높게 나타났다. 반면, 재난에 대한 위험성을 높게 인지하거나, 정부가 재난관리의 역량이 있다고 판단하는 경우에는 국가책임으로 나타났다. 본 연구는 재난은 대비하더라도 피해가 발생 될 수 있고 불확실성이 증대되고 있다는 점에서 개인적 차원의 노력 역시 필요함을 보여준다는 점에서 정책적 함의가 존재한다.

The purpose of this study is to empirically analyze the effect of perception of disasters on disaster responsibility. Disaster has been understood as a state responsibility based on legal basis and justification, but considering the recent emphasis on discussions on preventing individual efforts and moral hazard, this study intends to analyze the ambivalence of responsibility for disasters. As a result of the analysis, the experience of physical or property damage caused by the disaster showed high personal efforts to prepare for the disaster. On the other hand, if the government is highly aware of the risk of disasters or determines that it has the ability to manage disasters, it is the state responsibility. This study has policy implications in that it shows that individual-level efforts are also necessary in that damage can occur and uncertainty is increasing even if disaster is prepared.
