세종시의 수도권 과밀 해소와 국토균형발전 효과에 대한 평가

Evaluation on Alleviation of Capital Area Overdensity and Effect of Balanced National Development of Sejong-city:focusing on Population and Value-added

세종시는 수도권 과밀을 해소함으로써 국토균형발전을 실현하기 설치되었다. 그 동안의 인구와 부가가치의 흐름을 중심으로 세종시의 성과를 분석한 결과 세종시는 수도권으로부터 인구는 어느 정도 흡입했지만 부가가치는 그렇지 못했다. 반면에 충청권으로부터는 인구와 부가가치 모두를 흡입하고 있으며 수도권에 대한 흡입력보다 강했다. 특히 인구 측면에 있어 세종시는 수도권보다 충청권으로부터 2.6배에 달하는 흡입력을 발휘했다. 이처럼 세종시는 수도권의 원심분리기라는 설치목적과 달리 충청권의 블랙홀로 더 강하게 작용해 왔다. 이에 세종시가 수도권의 인구와 부가가치를 적극적으로 흡수할 수 있는 대안을 찾기 위한 실증분석 결과 교육요인이 주요한 정책수단으로 판명되었다. 현재의 높은 교육열과 대입경쟁률 상황에서 인구와 부가가치의 이동은 수능성적과 밀접한 상관관계가 있다는 점을 발견했다. 현재 수도권의 인구와 부가가치가 당초의 계획대로 세종시로 유입되지 않는 이유는 현행 대입전형이 사교육 중심의 수능성적 위주로 이루어져 있기 때문이다. 따라서 향후 학교의 소재지와 관계없이 동일하게 평가되는 학생부성적 위주로 대입제도가 전환되어야 한다는 함의를 도출할 수 있었다.

Sejong-city(SC) was established to realize balanced national development by resolving overdensity of Capital area. As a result of analyzing the performance of SC focusing on the flows of population and value-added, SC has attracted somewhat population, not value-added from Capital Area, however, both of them from the adjacent Chungcheong area more powerfully. In particular, in terms of population, SC showed 2.6 times the attraction power from Chungcheong area as from Capital area. Through the findings, it is turned that SC has acted rather strongly as a black hole of Chungcheong area than a centrifuge of Capital area. In the future, therefore, policy measures are needed for SC to attract more population and value-added from Capital area. The empirical analysis showed that college entrance system is a critical factor in flow of population and value-added in Korea. The current system based on SAT scores largely dependent on private education determines the direction of both flows. The reason why population and value-added of Capital area do not move to SC is that SAT scores act as more powerful major factor in college entrance than any other factor. Therefore, the current college entrance system based on SAT scores has to be transferred into academic achievements in attending school regardless of its location.
