A Study on the Historical Trajectory of Central Bank System in Korea:Focused on Historical Institutionalism

본 연구에서는 해방이후 현재까지 한은법 제·개정 과정을 중심으로 한국의 중앙은행제도 변천과정을 시대 구분하고, 역사적 제도주의 관점에서 경로의존적 변화방향과 제도변화의 영향요인을 분석하였다. 한국의 중앙은행제도 변천과정은 현대적 중앙은행제도 도입기(1945∼1961), 정부의 중앙은행 통제기(1962∼1997), 정부와 중앙은행간 협력과 견제기(1998∼현재)로 구분할 수 있는데, 한국경제가 발전국가 시기를 거쳐 경제자유화, 경제민주화, 세계화를 거치는 과정에서 정부경제부처 우위의 권력관계가 제도변화의 주된 제약요인으로 작용하면서 이전에 형성된 제도의 핵심적 특성이 오랜 기간 지속되는 경로의존성이 나타났다. 이에 따라 한국의 중앙은행제도는 더디게 변화하는 모습을 보였으나, 제도의 상위맥락인 구조적 영향요인, 즉 외환위기, 글로벌 금융위기 등 경제위기가 결정적 분기점으로 작용하면서 단절적 균형을 초래하여 중앙은행제도 변화의 계기가 되어 왔음을 밝혔다. 한편 1998년 한은법 개정으로 정부와 중앙은행 간의 관계는 협력과 견제의 시대로 접어든 것으로 평가되지만, 협력과 견제는 상호 대등한 관계를 전제로 한다는 점에서 현행 제도가 이에 부합하는지에 대해서는 추가적인 고민과 연구가 필요하다.

In this study, the transition process of the central bank system in Korea was divided by era, focusing on the process of enactment and revision of the BOK Act from the 1945 to the present, and the path-dependent change direction and the influence factors of institutional change were analyzed from the historical institutional perspective. The transition process of the central bank system in Korea can be divided into the introduction period of the modern central bank system (1945-1961), the government s central bank control period (1962-1997), and the period of cooperation and checks between the government and the central bank (1998-present). In the process of economic liberalization, economic democratization, and globalization through the period of a developing state, the power relationship of the superiority of government and economic ministries acts as the main constraining factor for institutional change. As a result, the central banking system of Korea showed a slow change, but structural influencing factors, which are the upper context of the system, that is, economic crises such as the foreign exchange crisis and the global financial crisis, acted as a decisive turning point, resulting in a critical juncture. Meanwhile, with the revision of the BOK Act in 1998, the relationship between the government and the central bank is evaluated to have entered the era of cooperation and checks, but since cooperation and checks are premised on an equal relationship, there is an additional concern about whether the current system conforms to this.
