공보육화 40% 달성 과제의 현실 속 민간어린이집 원장들의 이야기

The Private Daycare Center Directors Living in the Reality of the Task of Achieving 40% Public Childcare

제3차 중장기 보육 기본계획(2018~2022)의 4대 목표 중 하나는 2022년까지 매년 450개소 이상의 국공립어린이집 확충을 통해 이용률 40%를 달성하는 것이다. 본 연구에서는 전환 조건을 갖춘 민간어린이집 원장들이 국공립어린이집으로 전환하지 않는 이유에 대하여 포커스그룹인터뷰를 통해 알아보았다. 본 연구는 이들의 이야기를 통해 보육의 현장에서 실감하는 공보육화의 현실을 짚어보고 이상적인 공보육화의 방향과 방안을 홀리스틱 교육철학의 관점에서 들여다보았다. 본 연구에서는 보건복지부의 국공립어린이집 장기임차 공문을 수신한 경상남도 C시 소재 민간어린이집의 경력 8년 이상의 원장들을 연구참여자로 선정하였다. 연구에 참여한 민간어린이집 원장들은 국공립어린이집으로 전환할 경우 경험하게 될 원장 급여 및 업무체계의 변화뿐만 아니라 교사가 제기하게 될 민원에 대한 두려움으로 민간어린이집을 유지하고 있는 것으로 드러났다. 연구참여자들은 민간어린이집만의 독창적인 운영방식과 원장 본인 및 교사의 전문성 향상을 통한 체계적인 보육서비스 관리로 민간어린이집에 대한 부모들의 인식개선에 앞장서고자 하였으나, 원아 모집에 대한 불안으로 국공립어린이집으로의 전환을 검토하기도 하였다. 결론적으로, 공보육 체제에 의한 획일화를 경계하면서 자율성과 창의성을 바탕으로 한 민간어린이집 고유의 운영철학을 실천할 수 있다면 민간어린이집도 대한민국 영유아들의 전인 발달에 기여하는 주체로 거듭날 수 있음이 드러났다. 보육 현장의 작은 목소리를 담은 본 연구가 이후 정부의 보육 정책 기본계획 수립에 참고자료가 되기를 기대한다.

This study is a qualitative study analyzed through a focus group interview that private daycare center directors agonize over switching to national and public daycare centers. The purpose of this study is to find the direction for survival as a private daycare center by examining the reality of public childcare. The research participants of this study were eight directors of private daycare centers located in Gyeongsangnam-do, with more than eight years of experience as directors. The results of this study are as follows. First, the reason why the directors did not convert to national and public daycare centers was the dilemma caused by the director s salary income and the tightness of auditing and work at national and public daycare centers. Second, the ways to live as a private daycare center without switching is the unique operating ways and the capacity of the director. That is, the director had to take the lead in improving parent s awareness of private daycare centers and make every effort to survive through systematic education management to improve the professionalism of the director herself and teachers. We hope that this study, which contains the sounds of childcare sites, will be reflected in the government s basic establishment of childcare policies in the future.
