Applyng Analytic Hierarchy Process(AHP) to Government Project Evaluation

본 연구에서는 우리나라 예비타당성 조사와 AHP 활용 연구에서 Saaty가 제안한 방법론에서 소홀히 된 점을 요약한 후에, 우리나라 예비타당성 조사에서의 AHP 활용은 Saaty가 제시한 AHP 활용 예의 극히 일부이기 때문에, 정부사업 평가에서 보다 분석적이고 합리적인 의사결정을 위해 9점척도를 사용하지 않은 절대등급을 활용한 AHP 적용을 제안하고, 지방정부 재정사업 평가에서의 활용, 정량지표의 활용 등의 예를 설명하였다. 또한, 정량지표와 정성지표를 모두 활용하는 평가도 물론 가능하기 때문에 AHP가 정부의 다양한 사업 평가에 적용될 수 있음을 지적하였다. 특히 AHP에서의 9점 척도를 활용하지 않고서도 등급과 같은 절대평가를 하는 경우에도 전문가가 새로운 쌍대비교 행렬을 작성하여 가중치를 설정할 수 있다는 점은 일관성 비율이라는 제약 조건 없이 다수의 대안을 비교할 수 있는 장점이 있고, 많은 정부 사업에 대한 우선순위 평가가 가능할 것이다.

The preliminary feasibility study and AHP related study in Korea often neglect AHP methodology issues proposed by Saaty. This study claims more broader application of AHP, since the use of AHP in the preliminary feasibility study in Korea is only a small part of the examples of AHP application suggested by Saaty. This study shows AHP can be used more extensively in government project evaluation. For example, AHP can prioritize alternatives by including both qualitative and quantitative indicators. Often the Consistency Ratio (CR) decreases with the number of alternatives. To compensate for this weakness, AHP can use the absolute evaluation method. After evaluating alternatives using absolute evaluation, experts can determine the AHP weight.
