A Study on Factors Influencing Local Government Welfare Budget Expenditure; Focusing on Welfare Budget Expenditures of Regional and Regional Governments

(Purpose) This paper intends to present the effectiveness of welfare budget expenditure and policy implications by empirically analyzing external factors that influence local government welfare budget expenditure. (Design/methodology/ approach) This study is based on 12 years of public data data from 2007 to 2018 to analyze financial factors, regional income factors, socioeconomic factors, and political factors as external factors that may affect local government welfare budget expenditure. An empirical analysis was performed using the panel data. (Findings) Factors affecting local government welfare budget expenditure are positive (+) for factors such as net budget, population, and group heads from the ruling party, and negative (-) for dependent resources and financial independence. was analyzed to have a direction of Therefore, the financial independence that is supported by the central government and the financial independence indicating financial independence act as factors that reduce the welfare budget of local governments, and the net budget, population, and the heads of local governments from the ruling party act as factors to expand the welfare budget. This can be verified through empirical analysis. (Research implications or Originality) The fact that the dependent financial resources transferred from the central government to the local governments have the opposite direction to the welfare budget expenditure is a phenomenon in which the welfare budget expansion is not carried out even if the dependent financial resources are supported by the local government. need to do, It is noteworthy that the increase in fiscal independence does not lead to the expansion of the welfare budget within the statistical margin of error. Also, as a politician, it was confirmed that the heads of local governments from the ruling party were using the welfare budget to expand their political influence.
