독서 정책 분석에 기초한 독서생태환경 구축 및 방향 탐색

Establishment and Direction Exploration of Reading Ecology Environment Based on Reading Policy Analysis-Focusing on the Reading Policy Gyeongsangnamdo Office of Education-

본 연구는 독서생태환경 모형을 개발하고 이 모형에 기반한 정책 방향을 탐색하는 것을 목적으로 한다. 이를 위해, 경상남도교육청에서 추진한 6년 동안의 독서 정책을 집중적으로 분석하였다. 기존 독서 정책의 효과성, 문제점을 규명하고, 이를 바탕으로 더욱 개선된 정책 방향성을 수립하기 위해 전문가 면담, 현장 의견 수렴, 연구자의 성찰 일지와 같은 질적 자료를 수집하고 분석하였다. 먼저, 독서 정책 방향의 기반이 되는 독서생태환경 모형을 개발하였다. 독서생태환경 모형은 독서 정책을 실질적으로 전개하는 핵심 영역인 독서교육, 학교도서관, 공공도서관을 유기적으로 통합하면서 독서, 글쓰기, 출판을 하나의 체제로 연결한 것이다. 독서생태환경 모형을 바탕으로 독서교육, 학교도서관, 공공도서관이 지향해야 할 독서 정책 방향을 제안하였다. 첫째, 집단지성의 초석을 위한 독서교육을 위해 내재적 독서 동기 촉진을 위한 독서교육, 내실 있는 독서교육 전문가 양성, 성장과 성찰의 사회적 독서 지향을 제안하였다. 둘째, 학교도서관을 학교교육과정 자원의 보고로 기능하기 위해 교육과정과 수업의 유용한 자원을 공급하는 허브, 학교도서관 기반의 새로운 수업 공간, 학업적 긴장 해소를 위한 쉼터를 제안하였다. 셋째, 공공도서관을 곁에서 함께 호흡하는 친근한 복합문화공간으로 만들기 위해 세대 간 연결과 통합을 지향하는 문화 공간, 비움과 채움이 공존하는 힐링 공간, 배움의 희열을 제공하는 평생학습의 장을 제안하였다.

The purpose of this study is to develop a reading ecological environment model and to explore the policy direction based on this model. For this purpose, the 6-year reading policy adopted by the Gyeongsangnam-do Office of Education was intensively analyzed. In order to identify the effectiveness and problems of the existing reading policy, and to establish an improved policy direction based on the results, qualitative data such as expert interviews, field opinions gathering, and the researcher’s reflection journal were collected and analyzed. First, a reading ecological environment model was developed, as the basis for the direction of the reading policy. The reading ecology model organically integrates the core areas of reading education, school library, and public library for practically developing reading policy, and connects reading, writing, and publishing into one system. Based on the reading ecology model, the direction of reading policy to take in reading education, school libraries, and public libraries, was suggested. First, for reading education to build the foundation of collective intelligence, suggestion was made on reading education to promote intrinsic reading motivation, cultivating substantial reading education experts, and seeking social reading for growth and reflection. Second, in order for the school library to function as a repository of school curriculum resources, it was proposed to build a hub to provide useful resources for curriculum and classes, a new class space utilizing school library, and a shelter to relieve academic burden. Third, in order to turn the public library into a friendly multi-complex cultural space for citizens, it was proposed to establish a cultural space, pursuing intergenerational connection and integration, a healing space where emptying and filling coexist, and a place for lifelong learning that provides the joy of learning.
