중국 ‘초한전(超限戰)’의 군사전략적 의미와 한국안보에 주는 시사점 연구

China’s ‘Unrestricted Warfare’ and Its Implications for Korean Security

현재 중국공산당 인민해방군은 이른바 ‘중국몽’의 슬로건을 내걸고 세계 패권을 장악한다는 대전략을 본격화하고 있다. 중국이 자신의 대전략 목적을 달성하기 위해서는 미국과의 패권경쟁이 불가피하다. 주객관적 국력에 있어 미국과 경쟁이 되지 않는 중국이 절대적, 상대적 열세를 극복하고 미국과의 경쟁에서 이기기 위해 전개하는 전략이 ‘초한전(超限戰)’이다. 그렇다면 초한전이 중국의 군사전략에서 차지하는 위치와 의미는 무엇인가? 본고는 중국공산당의 전략문화와 군사전략에서 초한전이 갖는 위치와 의미를 검토해본다. 초한전은 기본적으로는 비대칭전략의 일종에 해당한다. 따라서 최근에 논의되고 있는 전쟁의 새로운 양상과 전략을 살펴본다. 하지만 초한전이 현대 비대칭전략과는 매우 다른 성격의 신전쟁론임을 논증할 것이다. 끝으로 중국의 신전쟁, 신전략 개념인 초한전이 한국의 군사전략에 주는 함의는 무엇인가를 논의한다.

The Chinese Communist Party (CCP) and the People’s Liberation Army (PLA) aim to realize “the Chinese Dream,” which seeks global supremacy. This requires the CCP to prevail in the hegemonic competition with the US. The US has significantly greater power in areas of the economy, technology, military, etc. The CCP deploys a unique strategy of ‘Unrestricted Warfare’ to offset those disadvantages. What does ‘Unrestricted Warfare’ mean? This paper examines military strategy with CCP characteristics, and elaborates on the meaning of ‘Unrestricted Warfare.’ ‘Unrestricted Warfare’ is a type of asymmetric strategy; this paper compares ‘Unrestricted Warfare’ with other forms of new warfare. It contends that ‘Unrestricted Warfare’ is conspicuously different from other forms of asymmetric strategy. It demonstrates that ‘Unrestricted Warfare’ is ‘new warfare with Chinese characteristics.’ Lastly, the paper addresses the strategic implications for Korea’s security and the ROK Armed Forces.
