공원 테러안전을 위한 CPTED 적용방안

Study on CPTED Application Method for Park terrorism Safety: with a focus on regional parks

우리 사회는 도시화과정 속에서 전통적인 가치관과 사회규범이 붕괴되기 시작했으며, 그로 인해 도시범죄가 나날이 증가되고 있는 추세이며 흉포해지고 있다. 뿐만 아니라 외국인 입국 절차가 유연한 한국의 실정에서는 국제 테러단체의 테러위협이 과거에 비해 높다. 이에 증가하는 도시범죄와 테러리즘에 대한 효율적인 대책을 세워야 한다는 사회적 요구가 급증하고 있다. 정부차원에서도 사회적 약자인 아동 및 청소년, 여성과 노약자에 대한 피해가 증가하고 있는 만큼 사전에 이를 예방하고, 차단할 수 있는 방법에 대한 대책에 대해서 다각적인 측면에서 면밀히 검토하고 있다. 최근 도시계획 측면에서 지역주민의 삶의 질 향상과 쾌적하고 안전한 도시조성을 위한 노력으로 CPTED(Crime Prevention Through Environmental Design)도입을 적극적으로 하고 있다. 국토교통부에서는 공원에도 범죄예방 설계도입의 필요성을 느끼고, 2012년「도시공원 및 녹지 등에 관한 법률 시행규칙」개정안을 발효하여서 신규공원 조성계획 시 범죄예방 계획수립을 의무화하였다. 구체적으로 도시공원의 범죄예방 안전기준을 마련하였고, 도시공원을 계획, 조성, 관리함에 있어 고려해야할 일반원칙 5가지를 제시하였다. 또한 도시공원 이용자의 안전을 위해 12가지 기준을 제시하여 계획·설치·유지관리 기준에 따라 보완계획을 수립·시행하도록 하고 있다. 이 연구에서는 보다 구체적인 측면에서 안전한 공원환경 정비사업이 시행될 수 있도록 CPTED를 적용한 공원안전가이드라인 도입 필요성 검토와 국내・외 공원에 적용한 CPTED 가이드라인 등의 사례분석과 정책함의를 도출하여 범죄 및 테러 등의 각종 위해요소로부터 안전한 도시공원조성의 바람직한 조성 및 적용방안을 제시하고자 한다.

As many cities in Korea enter the phase of a highly developed industrial society, rapid horizontal and vertical expansions, as well as high density, congestion, diversity and anonymity, which are the typical characteristics of modern cities, are appearing. Traditional values and social norms began collapsing during this process of urbanization, and as a result, urban crimes are increasing and becoming ferocious day by day. Therefore, a social need for effective measures towards increasing urban crimes is growing. Since the socially disadvantaged, such as women, the elderly and children are suffering from more damage, the government is thoroughly reviewing the measures that can prevent and shut down such crimes beforehand. Also, the efforts of reducing sex crimes at work and schools, as well as the issue of punishing sex offenders are being reexamined. Thus, it can be now stated that it is time to deal with urban and sexual crimes at a national level and actively resolve such issues. Recently from the aspect of urban planning, the government is actively implementing CPTED(Crime Prevention Through Environmental Design), in an effort to improve the quality of local residents lives and create pleasant and safe cities. The Ministry of Land, Infrastructure, and Transport also saw the need to implement crime prevention designs for parks, and made the planning of crime prevention mandatory when designing new parks by introducing the revision of「Regulations relative to the Application of a Law on Urban Parks, Green Areas, etc」. In detail, crime prevention safety standards for urban parks were prepared, and 5 general principles for planning, creating and managing urban parks were suggested. Also, 12 safety standards for urban park visitors were proposed so that supplementary plans can be established and implemented depending on the planning, installation and maintenance standards. In order to allow for safer park environment renewal projects that approach the citizens at a new level, this study aims to suggest a desirable policy direction for safe urban park creation by reviewing the necessity to implement park safety guidelines with CPTED, conducting domestic and foreign case studies and deducting implications.
