북한은 경제난으로 인해 외화벌이를 위한 수단으로 국가에서 직접 불법행위를 하고 있으며, 주로 1970년대부터 시작되었다. 북한의 국가적 불법행위 유형을 보면, 무기밀매, 위조지폐, 사이버공격, 요인암살, 마약밀매 등이 있다. 북한의 무기밀매의 경우 주로 중동이나 아프리카 지역의 국가들을 대상으로 하였으며, 위조지폐의 경우 스위스 등 선진국으로부터 인쇄기계와 잉크 등을 구입한 후 주로 달러와 위안화를 대상으로 위조지폐를 제작하였다. 북한의 위조지폐는 매우 정교하여 전문가들조차 식별이 어려운 것으로 알려져 있다. 북한정권은 대한민국 대통령을 살해하기 위해 국내는 물론 해외에서까지 폭탄 테러를 저질렀다. 또한 북한정권에 장애가 된다고 생각하면 김정은의 이복형조차도 암살하는 등 대상을 불문하고 암살테러를 자행하고 있다. 북한의 국가차원의 범죄행위 중 오히려 최근에 증가하고 있는 것은 사이버범죄와 마약밀매이다. 북한은 해킹, 사이버테러, 사이버금전탈취 등을 통해 연간 10억달러의 사이버 외화벌이를 하고 있다. 특히, 북한은 자국에서 제약회사를 통해 마약을 생산하여 외교관 등 다양한 유통경로를 통해 밀매하고 있고 그 중 일부는 국내로 유입되고 있으며, 이러한 과정에 국가보위성 등 북한의 대남공작기관이 개입되어 있다는 사실을 마약사건(판례) 등을 통해 확인하였다.

Among the crimes at the national level in North Korea, cybercrime and drug trafficking are increasing in recent years. North Korea earns $1 billion in cyber foreign currency annually through hacking, cyber terrorism, and cyber money theft. In particular, North Korea is producing drugs through pharmaceutical companies in its own country and is trafficking them through various distribution channels such as diplomats, and some of them are being introduced into the country, and North Korea s government agencies such as the National Security Agency are involved in this process.
