테러공격 정당화에 영향을 미치는 개인 및 국가 수준 영향요인

The Effect of Individual and Country Level Factors on the Justification of Terrorism Attack

전 세계를 충격에 빠뜨렸던 9/11 테러가 20주년을 맞았다. 이 사건은 테러에 대한 사회학, 종교학, 사회심리학, 정치학 등에서 높은 관심을 가지게 되는 계기가 되었으며 국가 안보를 위한 각국의 대응 또한 많은 변화를 갖게 되었다. 하지만 테러조직이 일부 사람들의 지지와 후원을 기반으로 활동하는 상황에서 테러를 정당화하는 사람들의 태도에 영향을 미치는 요인을 찾고자 하는 선행연구를 찾기는 쉽지 않다. 이에 본 연구에서는 왜 일부 사람들이 테러 공격을 정당화하는지에 주목하였으며 절차적정당성이론, 일반긴장이론 그리고 종교적 신념가설을 바탕으로 개인과 국가 수준의 영향요인을 32개국에서 찾아내고자 시도하였다. 분석 자료는 2017~2020년에 실시된 세계가치관조사(World Value Survey) 7차 설문자료를 기반으로 하였으며 절차적 정당성 관련 정부 및 공무원에 대한 부패 인식, 형사사법기관에 대한 신뢰도 등과 더불어 종교적 신념 가설에 근거한 종교관련 변수들을 개인수준에서 고려하였고 일반긴장이론에 근거한 소득불평등계수, 절차적 정당성 관련 부패인식지수 등을 국가수준 변수로 투입하였다. HLM 분석결과, 개인수준에서는 경찰신뢰, 정부 부패 개입에 대한 인식, 종교관련 변수들이 유의미한 영향요인이었으며 국가수준에서는 소득불평등계수와 더불어 민주주의 지수, 종교다양성지수 등이 통계적인 유의미성을 보였다. 이러한 분석 결과를 바탕으로 개인수준과 국가수준의 테러공격 정당화를 일소하기 위한 정책은 물론 후속연구를 위한 시사점을 논하였다.

It has been 20 years since the 9/11 attacks which shocked the world had occurred. Much attention has been given to terrorism in the areas of sociology, religious studies, social psychology, political science, and criminology. Terrorism has evolved in various conditions as the dazzling development of technology. However, there is not much empirical approach to answer the question why some people still support terrorism. Since civilian support is essential for maintaining the legitimacy of a terrorist organization, this study intends to investigate individual and country level factors of people s justification of terrorism attacks. Procedural justice theory, general strain theory, and religious belief hypothesis were considered for the theoretical frame and the 7th wave of the world value survey data were used for analysis for people s perceptions nested in 32 countries. Findings revealed that confidence in the police, perceptions of corruption, and religious related variables in individual level and democracy index, gini index, GDP per capita, global peace index, and religious diversity index in country level were significant factors of justification of terrorism. Implication for police and future research were discussed based on the findings.
