조선말 개화사상가 김옥균(金玉均)의 국정혁신 연구

Kim Ok-gyun’s Attempt to Renovate State Affairs in the Late Nineteenth Century Joseon: An Application of the Policy Entrepreneur Perspective

김옥균은 조선말의 소용돌이치는 시대상황에서 국정혁신을 도모한 혁신가로서, 그의 자질, 사상, 행동 등을 정책혁신가 관점에서 분석하는 것은 갑신정변이라는 중요한 역사적 사건을 새로운 관점에서 이해할 수 있음은 물론, 오늘날의 정책혁신가들에게도 시사하는 바가 적지 않다. 이에 본 연구의 목적은 조선말기 국정혁신을 도모한 김옥균의 자질, 사상, 행동 등을 정책혁신가 관점에서 분석해 보고, 이를 토대로 오늘날의 국정혁신을 도모하는 데 필요한 시사점을 얻고자 하는 것이다. 이를 위해 우선은 정책혁신가의 개념, 자질, 특성, 기능, 제약요인 등에 대해 이론적 논의를 행하고, 이를 토대로 분석변수를 선정하였다. 다음에는 분석변수에 따라 정책혁신가로서의 김옥균을 그의 자질, 사상, 행동 등을 중심으로 심층 분석하였다. 이어서 김옥균과 갑신정변에 대한 분석을 토대로, 정책혁신가 이론에 대한 보완점과 오늘날 국정혁신을 위한 실천적 시사점을 제언하였다.

Kim Ok-gyun was an entrepreneur who endeavored to renovate state affairs in the midst of political turbulence in the late nineteenth century Joseon, and accordingly analyzing his characteristics, thought, behavior, and activity from the policy entrepreneur perspective can make us better understand the historical event of Gapsin Coup and provide useful implications for contemporary governance innovation and policy entrepreneurs. Against this backdrop, the purpose of this article is to examine the qualification, thought, behavior, and activity of Kim Ok-gyun from the perspective of policy entrepreneur and to suggest some valuable implications for the renovation of contemporary national affairs. To the end, this article first debated theories on the concept, characteristics, function, and constraints of policy entrepreneur and then, formulated some analytical variables. The next chapter delved into the qualification and characteristics, thought, and behavior of Kim Ok-gyun following the analytical variables. The final chapter offered some suggestions for theory construction on policy entrepreneur as well as practical implications for the renovation of contemporary state affairs.
