사회적 가치의 실현을 위한 주민서비스 제공방안

A Study on the Provision of Community Service for the Realization of Social Value

본 연구는 주민서비스 정책을 대상으로 사회적 가치 중심으로 주민서비스를 강화할 수 있는 방안을 제시하는데 목적이 있다. 사회적 가치의 개념은 다양하고 시기적, 대상적, 주체적 등의 구분에 따라 매우 상이하게 나타나고 있다. 사회적 가치는 개인의 가치와는 다른 사회 구성원들에 의해 구성되는 보편적 원리로서의 특성이 있고, 경쟁이나 효율 등과 같은 경제적 가치와는 구분되는 다양한 구성원리가 존재한다. 본 연구에서는 사회적 가치 중심의 주민서비스가 되기 위한 기본 방향을 제시한다. 첫째, 주민서비스 정책에 대한 사회적 가치의 정립이 필요하다. 둘째, 주민참여, 주민서비스 정책집행과 가치-실천항목의 연계와 점검, 결과(outcome) 지향적인 평가체계와 환류를 제시하였다. 전문가들의 의견이나 사례분석을 종합해 볼 때 우선적으로 필요한 것은 주민서비스 정책들이 중점을 두어야 할 사회적 가치에 대한 합의가 이루어져야 한다. 둘째, 합의된 사회적 가치에 주민서비스 정책이 논리적이고 현실적으로 연계되어야 하며, 집행단계에서는 정책의 도구나 수단이 이러한 연계를 지원하고 있는지 다양한 환류 정보를 통해 수정하고 보완해 나가야 한다. 마지막으로 정책의 효과를 평가하기 위해서는 결과중심의 정책평가가 중요하다는 점을 강조한다.

This study aims at presenting measures to strengthen community service based on the social values for the resident service policies. The concept of social values is very different depending on the time, objects, subjects, and a number of other factors. Social values are affected by universal principles that are formed by members of a society in a way that is different from the one in which the individual values are formed. There are a variety of different components that are distinguished from the economic values, such as competition and efficiency. This study presents a number of basic steps towards becoming a social value-oriented community service. First, it is necessary to establish social values for the community service policies. Second, the evaluation and exchange systems are presented in which residents have participated as a result of the implemented policies for the residents services, linking those policies to the value-practice items. Considering expert opinions and the case studies, we conclude that what is needed first is to reach an agreement on the social values that resident service policies should focus on. Second, residents service policies should be logically and realistically linked to a set of agreed social values. During the execution phase, various types of information should be revised and supplemented to ensure the right tools and policy support means are employed. Finally, to evaluate the effectiveness of the policy, we emphasize the importance of an outcome-oriented policy assessment.
