중간지원조직의 역할과 기능배분에 관한 연구

본 연구는 지방자치에서 주민의 참여를 지원하는 것을 목적으로 설치되고 있는 중간지원조적의 효율적·효과적 운영방안에 관해 논의하였다. 본 연구의 목적은 중간지원조직의 현재의 기능배분상태를 진단하고, 효율적인 기능배분상태와 조직구조의 대안을 제시하는 것이다. 이와 같은 연구목적의 달성을 위해 참여관찰방법을 적용하였다. 참여관찰법의 사용에서 연구자가 직접 중간지원조직의 조직원으로 활동하는 가운데 중간지원조직의 공식적인 기능으로부터 비공식적 활동까지의 직접경험으로부터 기능배분과 조직구조에 관해 일반적인 기능배분과 조직설계 기준을 적용하여 분석하였다. 연구결과 중간지원조직의 문제점으로는 위탁기관과 수탁기관간의 기능배분의 모호성, 조직설계의 집권화기준, 전문화기준, 공식화기준에서 기능배분의 적절성, 과업설계기준에서의 기능배분 상 오류의 이중성 등이 발생하는 것으로 진단하였다. 그리고 중간지원조직의 기능배분을 중심으로 4개 팀단위 부서로의 조직구성과 전문가를 부서장으로 하고, 부서 당 4명 내외의 인력배분과 별도의 운영지원부서를 설치하여 기획·예산·회계·경리 기능을 배분하는 방안을 제시하였다.

This study discussed the efficient and effective operation plan of the Intermediary Support Organizations(ISO), which is being installed for the purpose of supporting the participation of residents in local autonomy. The purpose of this study is to diagnose the current function distribution status of the ISO, and to suggest an alternative to the efficient function distribution status and organizational structure. In order to achieve this research purpose, participatory observation method was applied. In the use of the participatory observation method, the general function allocation and organizational design criteria were applied to analyze the function allocation and organizational structure from direct experience. As a result, the problems of ISO are: First, the ambiguity of function distribution between the institution of entrustment and the institution of requisition, the appropriateness of function distribution in the centralization standards, specialization standards, and formalization standards of organizational design, and the duality of errors in the function allocation in the task design standards was diagnosed as occurring. As a result of this study, the organization is organized into 4 team units.
