부패와 경제성장의 비선형 관계분석

Analysis of the nonlinear relationship between corruption and economic growth: Focused on the level of economic development

본 연구는 2003∼2018년 기간 세계 123개 국가의 연간 패널자료와 고정효과모형 을 이용해 부패와 경제성장의 관계를 분석하였다. 이때, 국가들을 소득에 따라 구분하여 경제발전수준에 따라 부패가 경제성장에 미치는 효과의 차이점을 분석하였다. 즉 OECD 가입국 및 미가입국 구분, 저소득국가, 중저소득국가, 중고소득국가, 고소득국가 등 세계은행 기준에 따른 4단계 소득구분 분류기준을 이용하였다. 실증분석 결과 부패는 대체로 경제성장에 부정적인 영향을 주는 것으로 나타난 반면, 그 규모는 경제발전수준에 따라 영향이 상이한 것으로 나타났다. 특히, 저소득국가에서 부패가 경제성장에 미치는 효과가 더 큰 것으로 제시되었다. 그러나 비교적 고소득국가에서 부패가 경제성장에 미치는 영향의 크기가 작다고 할지라도 부패관리는 선진국의 경제성장에 매우 중요한 요인이다. 이상의 실증분석 결과는 부패가 경제성장에 미치는 영향을 분석하기 위해서는 국가별 경제발전수준을 고려해야하고, 부패를 줄이기 위해서는 국가별 경제발전수준에 맞는 부패 관리 방안마련이 필요하다는 것을 시사한다.

This study analyzed the relationship between corruption and economic growth using annual panel data from 123 countries around the world and a fixed-effects model from 2003 to 2018. At this time, countries were classified according to income, and the difference in the effect of corruption on economic growth according to the level of economic development was analyzed. In other words, we used the four stage income classification criteria according to the World Bank standards, such as classification of OECD member countries and non-member countries, low income countries, lower middle income countries, upper middle income countries, and high income countries. As a result of the empirical analysis, it was found that corruption generally has a negative effect on economic growth, while the size of the corruption has different effects depending on the level of economic development. In particular, it was suggested that corruption has a greater effect on economic growth in low income countries. However, even if the impact of corruption on economic growth is small in relatively high income countries, corruption management is a very important factor for economic growth in developed countries. The results of the above empirical analysis suggest that each country s level of economic development must be considered in order to analyze the impact of corruption on economic growth and that it is necessary to prepare a corruption management plan suitable for each country s level of economic development in order to reduce corruption.
