실시간 안면인식 기술에 대한 수용성 연구

A Study on the Acceptability of the Real-time Facial Recognition Technology: An Analysis of the Impact of the Perception of Trust and Justification of Police on the Acceptance of New Security Technology

경찰은 보다 신속하게 범죄자를 검거하기 위해 과학화를 도입하였다. 최근 도입된 신치안기술 중 하나는 실시간 안면인식시스템이다. 이미 미국, 유럽, 중국 등 다수의 국가들은 실시간 안면인식기술을 사용하거나 활용하기 위한 준비를 마쳤다. 그러나 경찰의 실시간 안면인식기술은 생체정보를 활용하는 것에 대한 거부감으로 인해 도입에 논란이 되고 있는 기술이기도 하다. 실시간 안면인식기술은 용의자뿐만 아니라 일반 대중을 동시에 탐색하고 이 과정에서 일반시민의 생체정보를 추출·활용한다는 점에서 기존 범죄자의 개인정보 활용 대상을 한정하는 법제화만으로는 도입하는 데 한계를 가지기 때문이다. 이에 따라, 본 연구는 선행연구를 통해 경찰 실시간 안면인식기술 사용 수용성에 영향을 주는 요인이 무엇인지 탐색하고 경찰의 실시간 안면인식기술의 수용도에 영향을 주는 정적인 영향과 부적인 영향요인을 분석하였다. 분석은 로지스틱 회귀 분석을 통해 그 영향관계를 분석하였다. 분석 결과, 경찰의 신뢰성을 제외한 안면인식 효율성, 경찰기술안정감, 경찰정당성, 개인정보보호문제 인식은 부정적인 인식을 가진 사람보다 수용할 가능성이 높았다. 따라서 경찰의 실시간 안면인식 기술에 대한 수용 여부에 유의미한 영향을 미치는 것으로 분석되었다.

The police introduced scientificization to arrest criminals more quickly. One of the recently introduced new security technologies is the real-time facial recognition system. Many countries, including the United States, Europe, and China, have already completed preparations to use or utilize real-time facial recognition technology. However, the police s real-time facial recognition technology is also controversial in its introduction due to its reluctance to use biometric information. This is because real-time facial recognition technology scans not only suspects but also the general public at the same time and extracts and utilizes biometric information of ordinary citizens in the process, limiting the use of personal information by existing criminals. Accordingly, this study explored the factors influencing the acceptability of police real-time facial recognition technology through previous studies and analyzed the positive and negative influencing factors affecting the police s acceptance of real-time facial recognition technology. The analysis analyzed the influence relationship through logistic regression analysis. As a result of the analysis, facial recognition efficiency, police technology stability, police legitimacy, and recognition of personal information protection problems, excluding police reliability, were more likely to be accepted than those with negative perceptions. Therefore, it was analyzed that it had a significant effect on the acceptance of real-time facial recognition technology by the police.
