자치경찰제 시행에 따른 민간경비 협력 강화방안

Measures to strengthen cooperation with private security in accordance with the implementation of the autonomous police system

2021년 한국 경찰의 패러다임은 변화하였다. 자치경찰제가 전국적으로 시행되면서 지역 중심의 맞춤형 경찰제도로 새로운 시도를 하는 것이다. 국가 주도의 중앙집권형 제도에서 지역 중심의 분권형 제도로의 변화로 인해 다양한 영역에서 시민의 안전을 위한 활동이 전개되는 계기가 마련되는 것이다. 자치경찰에 있어서 성공의 핵심 요소로 전제하고 있는 것은 시민의 참여와 지역사회의 협력이다. 자치경찰에서도 서비스의 수혜자인 시민과의 공동 노력을 활성화하는 것이 필요하다. 민간경비의 활동도 이와 같은 맥락에서 접근되어야 하는 시점이라고 본다. 본 연구는 자치경찰제의 시행에 따라 민간 영역을 활용한 지역사회의 안전을 강화하는 방안을 모색하기 위한 목적으로 수행되었다. 민간경비를 활용하여 자치경찰의 활동의 협력적 기반을 마련하는 것이 중요하다는 점이 핵심 사항이다. 지역사회의 안전을 위한 민간경비와의 협력 강화 방안은 다음과 같다. 첫째, 자치경찰과의 협력 업무에 대한 분석이 필요하다. 둘째, 지역사회의 경찰활동 관련 조직과의 네트워크 구축이 요구된다. 셋째, 자치경찰의 이해를 향상시키기 위하여 지역 중심의 민간경비 인력의 교육훈련이 실시되어야 한다. 넷째, 공동체 구성을 위하여 참여를 활성화하는 방안이 마련되어야 한다.

In 2021, the paradigm of the Korean police has changed. As the autonomous police system is implemented across the country, it is a new attempt with a customized police system centered on the local community. It changed from a centralized system led by the state to a decentralized system centered on local communities, and this provided an opportunity to develop activities for the safety of citizens in various fields. The key to success in the autonomous police system is citizen participation and community cooperation. It is also necessary to activate joint efforts with citizens who are the beneficiaries of the service in the autonomous police. In this context, it is also time to approach the activities of private security. This study was conducted to find ways to strengthen the safety of the local community using the private sector in accordance with the implementation of the autonomous police system. The key point is that it is important to prepare a cooperative basis for the activities of the autonomous police by using private security. The measures to strengthen cooperation with private security for the safety of local communities are as follows. First, it is necessary to analyze the cooperative work with the autonomous police. Second, the establishment of a network with related organizations is required for local police activities. Third, in order to improve the understanding of the autonomous police, education and training of private security personnel should be conducted centered on the local community. Fourth, a plan should be prepared to activate participation for community formation.
