국내외 기술 기준 비교를 통한할로겐화합물 소화약제 품질관리 개선에 관한 연구

Comparison of Domestic and International Technical Standards: Study on Improvement of Quality Control of Halogenated Fire Extinguishing Agents

최근 미국방화협회(National Fire Protection Association, NFPA)의 할로겐화합물 소화설비 관련 기준(NFPA 2001)개정안이 발표되었다. 특징적인 부분으로 주성분뿐만 아니라 추가성분으로 인한 인체 영향성에 관한 구체적인 기준을제시하여, 할로겐화합물 소화약제 품질관리 기준을 강화하고 있다. 이러한 현실에도 불구하고, 국내에서는 소방용으로 사용되는 할로겐화합물 소화약제는 순도만을 검사항목으로 지정하여 관리되고 있는 것이 현실이다. 국내에서 타용도로 활용되는 할로겐화합물이 인체 및 환경 안전성을 이유로 다양한 검사를 통하여 품질관리가 되고 있다는 점을 고려해본다면, 소방용으로 활용되고 있는 할로겐화합물에 대해서도 보다 높은 수준의 품질관리가 필요하다고 볼수 있다. 이를 위해, 국내외 관련 기준들의 검사항목과 허용기준에 대한 비교 분석을 통하여 할로겐소화약제 사용안전성을 높일 수 있는 구체적인 개선방안을 제시하고자 한다.

Recently, the National Fire Protection Association (NFPA) announced the revised standards for halogen compound fireextinguishing facilities (NFPA 2001). Characteristically, it is strengthening the quality control standards for halogenated fireextinguishing agents, by presenting specific standards regarding the effects of not only their main ingredient, but also theiradditional ingredients on the human body. However, in Korea, halogen compound fire extinguishing agents used forfirefighting purposes are managed by designating “purity” as the sole criteria for inspection. Considering that halogencompounds utilized for other purposes in Korea are undergoing quality control through various inspections for the safetyof humans and the environment, it is evident that a higher level of quality control is required for halogen compounds usedfor firefighting purposes. Therefore, we would like to suggest a specific improvement plan to enhance safety while usinghalogenated fire extinguishing agents, through the comparative analysis of inspection criteria, and acceptance standards ofcorresponding domestic and foreign standards.
