진천군 충북혁신도시로의 인구 이동 특성

Aspects of Population Migration into Chungbuk Innovation City in Jincheon-Gun, South Korea

본 논문은 충북혁신도시로의 인구 이동을 분석하여, 공공기관 이전 정책의성공 여부를 가늠하고 혁신도시의 성격을 확인하는 것을 목표로 한다. 충북혁신도시는 수도권 분산을 핵심으로 하는 지역 균형 정책의 강력한 대안 중하나로 시작되었다. 그 결과 충북혁신도시가 입지한 진천군은 2015년부터 뚜렷한 인구 성장을 경험하였다. 이것은 혁신도시 인근 지역과 수도권으로부터의 인구 이동에 따른 것으로, 혁신도시가 애초 목표로 한, 수도권 분산과 정주 여건 개선의 효과를 그대로 반영한 것이었다. 다만, 수도권 분산 효과보다는 정주 여건 개선의 효과가 더 커서, 혁신도시 주변 지역으로부터의 인구 이동이 수도권으로부터의 인구 이동보다 크게 나타나고 있다.

This paper aims to analyze the population movement into Chungbuk Innovation City(CIC) to gauge the success of the policy to relocate public institutions and to confirm the nature of the innovation city. CIC was built up as one of several innovation cities for the regional balance policy centered on the dispersion of Seoul Metropolitan Area in S. Korea. As a result, Jincheon-gun, where the innovation city is located, has experienced clear population growth since 2015. This is due to the movement of population from areas near innovative cities and Greater Seoul Area, reflecting the effects of the original goal of CIC policy to disperse the metropolitan area and improve settlement conditions. However, the effect of improving settlement conditions is greater than the dispersion effect of the metropolitan area, and the population movement from the surrounding areas of the innovative city is larger than that of the metropolitan area.
