평화·통일교육으로서 남북 청소년 교류 프로그램 연구

Study on Exchange Program for North and South Korean Youth as Peace Unification Education

이 논문은 통일인식 함양을 목적으로 하는 평화ㆍ통일교육으로서 남북한 청소년 교류 프로그램을 개발하는데 연구의 목적이 있다. 이를 위해 남북 교류의 측면에서 청소년 교류의 성과와 한계를 분석하고 평화지향 통일교육의 필요성을 고찰하였다. 이를 기반으로 평화ㆍ통일교육으로서, 남북한 청소년 교류의 전 단계, 교류 단계, 교류 후 단계로 구성된 남북한 청소년 교류 프로그램을 개발하였다. 통일, 북한 문제에 대한 인식 제고 측면에서 중요한 의미를 가지고 있는 남북 청소년 교류 프로그램을 효과적으로 실행하기 위해서는 남북한의 교류 협력의 체제 뿐 아니라 학교 통일교육의 내용, 형식 등의 체계적 연계가 요구된다. 이에 이 연구에서는 남북 청소년 교류의 지속적인 추진을 위한 여건으로서 남북 상호 간의 합의와 협력 기반 조성, 시·도교육청 중심의 남북 청소년 교류 거버넌스 구축, 서로 참여하고 협동하며 의사소통할 수 있는 평화ㆍ통일교육 수업 환경 및 분위기 조성 등이 필요하다는 것을 제안하였다.

The study aims to develop the Exchange Program for North and South Korean Youth from the perspective of Peace Unification Education. The purpose of this study is to analyze the result prior to Exchange of North and South Korean Youth and emphasize the necessities of Peace Unification Education. Based on this perspective, the study intends to develop the program that consists of the whole process integrating the previous phase, the main phase and the post phase. The Exchange Program for North and South Korean Youth conveys an important meaning in the viewpoint of awareness which concerns the issue of unification and North Korea. For effective implementation of the program, a request for the establishment of active and cooperative system of North and South Korea and systematic linkage of Unification Education at school is necessitated. The study suggests to build a strong stand for mutual cooperation between North and South Korea, good governance of the Department of Education for the Exchange Program of North and South Korean Youth, and cooperative and intact class environment for Peace Unification Education.
