우리나라의 ‘人名用漢字’는 여러 차례에 걸쳐 범위가 확대되었으며, 2009년에는 주민 인명용 한자와 호적 인명용 한자를 통일하여 주민등록 발급 및 열람에 적용하고 있다. 그러나 ‘인명용한자’ 확정에 명확한 원칙이 정해지지 않아 일부 자형과 자음에 혼선이 나타난다. 그 중에는 이체정보 오류로 인한 음가오류와 동일한 한자가 음가에 따라 이체자가 다른 경우가 있었다. 또 KS에 포함되지 않은 자형이 대표자로 수록된 경우와 속자가 대표자인 경우가 있었으며, 자형 판독 오류로 인해 자형이 중복된 경우도 발견되었다. 이러한 문제를 해결하기 위해서는 우선 ‘인명용한자’의 기본 원칙의 수립이 필요하다. 한번 예외 조항을 두기 시작하면 결국 유사한 자형의 이체자와 이음자를 인정할 수밖에 없을 것이다. 향후에 발생한 문제 및 오해의 소지를 만들지 않기 위해서라도 ‘인명용한자’의 자형과 자음 정리가 필요해 보인다. 중국이나 일본의 경우 국가기관이 주축이 되어 한자의 대표 자형을 체계적으로 제정한 것을 참고할 필요가 있다. 이체자 정보 오류도 대표자 제정과 맞물려 있는 중요한 문제이다. 정자를 규정하는 원칙이 세워지면 속자를 포함한 이체자 문제는 자연스럽게 정리될 것이다. 이를 위해 본고에서는 ‘인명용한자’의 정리방안을 크게 두 가지로 제시하였다. 첫 번째는 현재 등록된 한자의 빈도를 추출하여 빈도순으로 정리하는 것이고, 두 번째는 현재 등록된 한자의 이체관계를 검토하여 유형별로 정리하는 것이다. 이 두 가지 방법을 통해 「인명용한자표」에 나타난 문제가 개선될 것이다.
