학교신체검사는 일제 치하에서 처음 조선에 등장한 근대적 학교보건제도로, 실시배경과 전개양상에서 일제와 비슷하면서도 식민지적 성격을 나타냈다. 기왕의 연구들은 일제시기 학교보건정책이 식민 통치의 한 수단이었음을 밝혔다. 그러나 학교신체검사 제도만의 특성인 의학·위생·보건의 측면은 차치하였고그저 조선인 억압 기제였다고만 일축하였다. 본 연구는 일제하 학교신체검사제도의 도입과 변천 과정을 통하여 ‘식민지적 근대’의 맥락과 맞닿아 있는 다면적 특징을 규명하고자 하였다. 구한말 조선의 학교보건은 자생적으로 형성되던 중 와해되었다. 병합 후 총독부는 근대적 학교보건제도로서 일제의 학교신체검사 제도를 식민지 조선에이식하였다. 총독부는 학생의 신체를 중앙집권적으로 관리·통제하는 근대적 지향을 표방하였으나, 실제 대다수의 조선인 학생들에게는 적용되지 않았다. 이는 조선인 학생에 대한 총독부의 고려 부족과 식민통치 초기 총독부 중앙권력의제한성을 방증한다. 총동원체제기 제도 개정으로 조선 내 모든 학생은 검사대상이 되었고, 질병여부가 보다 중시되었다. 이 시기부터 학교신체검사 제도는 군사적 수단으로변모해 갔다. 신체검사의 목적에는 ‘단련’이 포함되었고, 의학지식은 건강한 인력의 판단 기준이 되었다. 특히 태평양전쟁기에 이르러 학교신체검사는 전쟁인력 수급을 위한 수단으로 완전히 화하였다. 즉 학교신체검사 제도는 식민 통치를 위한 구조적 장치로 구축되어 총동원정책의 수단으로까지 기능하였고, 그자체로 ‘식민지적 근대’의 실례였다.
This study identified the multiple characteristics in the context of “colonial modern age” of school physical examination system under the Japanese colonial rule. At late period of Joseon, school health was formed spontaneously and then destroyed. After the annexation, the Governor-General implanted the school physical examination system into colonial Joseon as a modern school health system. The Governor-General advocated a modern aim to centrally control students’ bodies, but it did not actually apply to most Korean students. It proves the lack of consideration for Korean students and the limitation of the central power in the early colonial rule. Since the period of the general mobilization system, school physical examination system had been transformed into a military means. It was aimed at “disciplining,” and medical knowledge was used as a criterion for judging healthy human resources. During particular, during the Pacific War, it was completely converted into a means to supply war personnel. In summary,, it was established as a structural device for colonial rule and served as a means of military policy, which itself was an example of “colonial modernity.”
