Promoting Government-dependent Private Higher Education Institutions: Necessity and University Governance System

One of the problems the Korean higher education institutions have is said to be their continuously discriminatory ranking system, producing its poor construction. This aspect is attributed to the lacking support of the Government and associated with the fact that the structure is composed of too many private universities and colleges. Therefore, Government-dependent private higher education institutions should be promoted so that our country can improve the conditions of higher education and supply the high quality of service. The development policy of such a school is according to President Moon’s educational campaign pledge emphasizing Government responsibilities, meaning that the country provides the public funds covering more than 50 percent of the cost needed to run a private university or college. This paper observes the foregoing points regarding the Korean higher education in detail and discusses this kind of institutions and the governance system by referring to the cases of Rutgers University and Cornell University.
