우리나라 사립대학 회계시스템의 개선에 관한 연구

A Study on Ways to Improve the Accounting System of Private Universities in Korea

오늘날 사립대학 및 사학법인은 학령인구가 감소로 신입생 모집이 어려워지고, 대학재정도 날로 악화되고 있는 실정에 있다. 이러한 상황에서 정부에서는 평가지표에 의한 강력한 대학 구조조정을 시행하고 있고, 정치권에서는 반값등록금의 실현을 경쟁하듯 외치고 있는 가운데 설상가상으로 사학법인 연금부담금 및 퇴직수당 등을 법인회계에서 부담하도록 하는 등 사학을 경영하는 사학법인 및 대학들은 소위 대학의 위기라는 현실에 봉착해 있다. 본 연구는 이러한 대학위기상황을 극복하고 사학들로 하여금 유능한 인재의 양성에 매진할 수 있도록 사립대학 회계시스템의 개선방안을 다양하게 제시하였다. 그동안 많은 연구자들은 회계시스템의 기준마련 등에 대한 연구를 하였지만 본 연구는 대학 경영효율화와 사학법인의 재정건전성을 높이기 위한 접근으로 회계시스템의 개선방안을 제시하였다. 사학법인 및 대학의 재정건전성을 확대하는 방안으로의 회계시스템의 개선방안을 제시함으로서 사립대학이 유능한 인재양성에 매진하는 기회가 될 것으로 판단된다.

This study examines ways to improve the accounting systems implemented in Korean private universities. Following the decrease in the number of students to be enrolled, universities are having much difficulty in bringing in new students and their finances are gradually weakening. Under this circumstance, the government is pursuing an overhaul of current management of universities to incorporate performance indicators, while politicians competitively call for a policy to cut tuitions by halves at universities. To make matters worse, private universities’ expenses such as pensions and retirement packages are forced to be borne by corporate accounting. Such factors drive private educational institutions and universities to face a reality that can be described as so-called “crisis of universities.” In this study, we present a variety of ways to improve the accounting system at private universities so that the universities can overcome such crisis and focus instead on raising capable human talents again. So far, numerous scholars have performed studies over establishing a standard for accounting system, etc. However, in this study, we present improvement plans for accounting systems as an approach to make the management of universities more efficient and strengthen the financial conditions of private educational institutions. As we present improvement plans for accounting systems as a way to increase financial strength of private educational institutions and universities, we believe it will provide an opportunity for private universities to instead focus on developing capable human talents.
