Higher Education Policy and Strengthening University Competitiveness: Centered on Local Private Universities

위기의 대학을 타개하기 위하여 정부는 구조조정을 위한 정책을 강도 높게 추진할 계획을 발표하고 있으며, 그 방안으로 대학재정지원을 차별화하는 정책을 오래전부터 실행하고 있다. 대학의 경쟁력은 곧 국가의 경쟁력이므로 대학의 발전과 성공은 국가발전과 직접적으로 연결되어 있다. 대학발전의 핵심은 교육프로그램을 어떻게 구성하느냐와 프로그램의 활용재원을 어떻게 조달하느냐에 달렸다. 활용재원의 지원정책은 정부의 구조조정에 얼마나 효과적으로 대응하느냐에 따라 달라진다. 등록금수입을 확대하여 대학을 경영하려는 규모의 경제철학도 지났다. 이제 대학도 ‘작고 강한 대학’ 정책을 도입하여 어떠한 경영전략을 수립하는 것이 가장 중요하다. 또한 교육프로그램 및 재정확보를 위한 다양한 전략이 수립되어야 하며, 무엇보다도 국고지원금 확보를 위한 제반정책을 적절히 사용하는 것이 필요하다고 하겠다. 그 대학만이 가지고 있는 장점을 개발하여 적용시켜야 하며 대학혁신의 방향은 차별화로 정하여 강도 높은 구조조정정책을 이루어가야 할 것이다. 본고는 항후 지방대학의 생존전략 및 발전방안의 수립에 필요한 정보를 제공하며, 위기를 헤쳐 나가기 위해서는 새로운 전략과 특성화 방안의 수립에 도움이 될 것이다.

The Korean government plans to heighten university restructuring policies in order to overcome the problems many universities are faced with. It has been implementing a policy of differentiating university financial support. Since national competitiveness is directly related to competitiveness of its universities, promoting standards of university is regarded more and more important. The driving force for university development derives from how it constitutes its education programs for students and how it secures enough funds for managing those programs effectively. The latter depends on how the university corresponds and copes with the government’s university restructuring policy. It is no longer feasible to manage a university with tuition fees gathered from students. It is now necessary for university CEO’s to introduce ‘Small but Strong“ policy, espousing and applying effective management strategies. It is also necessary to build up various strategies for developing excellent education programs and securing enough funds to manage those programs effectively. Above all, universities need to take advantage of relevant policies in order to secure sufficient government subsidies. For this, they need to highlight and publicize the merits of their own school and embark on strong university restructuring policies with university differentiation set for university innovation. This study will provide relevant information necessary for devising university survival strategies, university development plans, and university specialization projects on the part of local universities.
