지방재정자립은 근본적으로 풀뿌리 민주주의의 재정적 지원이 있어야 가능하다. 그러므로 다양한 재정적 지원방법을 확립하는 것은 지방자치단체의 원할한 운용과 복지를 통하여 주민들에게 지원할 수 있다. 그리고 이 재정적 지원을 위하여 지방세가 있다. 그러나 지방자치단체의 자립을 위한 재정조달원은 매우 적고, 재원조달을 위한 문제점도 많다. 그러므로 본 연구는 지방자치단체에서 현재 시행하고 있는 지방세의 운용상의 문제점과 개선방안을 제시하였다. 개인적인 견해로 다양한 전문가들에게 조언을 구하고 지방세를 개선, 발전시키는 것이 민주적 복지국가를 위한 매우 중요한 과제이다.
Local autonomy as the grassroots of democracy can exist only when financial support for it is secured. Acquiring many financial resources such as local tax revenue can help a local government administration services and welfare to its residents. However, financial resources for our local autonomy are not only very small very also many problems to be improved. Therefore, this paper shows problems with the current local taxes which are imposed by local autonomous bodies and their improvement. In my opinion, it is considered necessary to seek wisdom of the many and make and make the system of local taxes advanced in order to settle local autonomy as the real core of a democratic welfare country.
