사회서비스 돌봄 비정규직노동자의 근로환경 연구

아동⋅장애인⋅노인 돌봄영역 중심으로

돌봄노동은 사회서비스의 중요한 영역임에도 불구하고 여전히 근로환경은 열악하다. 본 연구는 사회서비스 돌봄노동영역에서 근로하고 있는 비정규직 근로자의 근로 실태와 근로활동의 어려움, 그들이 요구하는 방안이 무엇인지를 탐색하는데 목적이 있다. 이를 위해 경기도 지역의 돌봄 영역에서 종사하고 있는 비정규직 근로자 48명(노인돌봄 30명, 아동돌봄 10명, 장애인돌봄 8명)를 대상으로 포커스그룹인터뷰를 실시하였고 면담자료를 바탕으로 질적 방법을 통해 분석하였다. 분석결과는 ① 열악한 근로조건, ② 노동 착취의 근로환경, ③ 차별적 근로환경, ④ 위험한 근로환경이라는 4개의 범주와 13개의 하위범주가 도출되었다. 이러한 연구결과를 바탕으로 비정규직 노동자의 노동권 보장과 돌봄 노동의 질 향상을 위한 정책적 방안을 제안하였다.

Care service is an important area of social services, but most paid care workers are women, frequently working under poor conditions and for low pay. This study aims to explore the working environment of nonstandard workers in the social care service, difficulties in their work activities, and their needs. We conducted six focus group interviews of 48 nonstandard workers (30 elder care workers, 10 children care workers, and 8 care workers for the disabled) in Gyeonggi-do. Data were analyzed using content and conversation analysis. As a result of the study, 4 categories and 13 subcategories were derived: ① poor working conditions, ② exploitative working environment, ③ discriminatory working environment, ④ dangerous work environment. Based on these research results, policies were proposed to guarantee the labor rights of nonstandard workers and to improve the quality of care service work.
