발달장애인의 자기결정 실현의 측면에서 본 주간활동서비스의 평가와 과제

Evaluation and Tasks of Daytime Activities in the Realization of Self-Determination of the Developmentally Disabled

본 연구는 주간활동서비스라는 공적 자원이 발달장애인의 자기결정을 실현하기 위한 장치로서의 역할을 어떻게 수행하는지 알아보고 발달장애인에게 자기결정이라는 권한을 부여할 수 있도록 앞으로 주간활동서비스가 나아가야 할 방안을 모색하고자 하였다. 이를 위해 문헌연구방법으로 주간활동서비스 사업안내서와 품질평가연구, 우수사례집 등을 분석하였다. 본 연구를 통해 주간활동서비스 바우처 생성 및 결제 방식의 변화, 주말까지 주간활동서비스 이용시간 확장, 제공인력의 전문성과 발달장애감수성 확보를 위한 양성교육과 보수교육 보완, 발달장애인의 입장에서 자기결정 실현 여부 확인할 수 있는 모니터링 지표 보완의 필요성을 제안한다.

This study aims to find out how public resources called daytime activity service play a role as a device to realize self-determination of people with developmental disabilities and to find ways to advance day activity service so that they can give the authority to self-determination to people with developmental disabilities. For this purpose, the guidelines for daytime activities, quality evaluation studies, and best practices were analyzed as literature research methods. Through this study, it was argued that the need for improvement of monitoring index to confirm the realization of self-determination in the standpoint of the developmental disabled, supplementing training and repair education to secure the expertise of the providing personnel and the sensitivity of developmental disability, and expanding the use time of daytime activity service until the weekend, and changing the voucher creation and payment method of daytime activity service.
