The integration of the administrative system is a discussion that is dealt after the unification, but in order to unite the citizen will for unification and establish the justification and necessity of unification, it is necessary to start by presenting a blueprint for a unified Korea. Even if unification is achieved through political consensus, it is difficult for both South and North Korea to escape from the dangers of disorder and chaos unless an administrative system is established. In order to reduce the social cost caused by confusion and to build more desirable administrative system, this study seeks to find the direction and plan for the integration of the administrative system between the South and North Korea based on the understanding of the administrative system of North Korea, which has been separated for more than 70 years after division.
