A Study on Child Care Support Policy to Support Work-Family Balance: Focused on Busan

본 연구는 부산시 보육지원 정책에 대한 보육교사의 인지도와 중요도를 살펴봄으로써 부산시에서 운영 중인 보육지원 정책의 타당성을 진단하고 향후 보육지원 정책 및 운영방안에 대한 방향성을 제시하는데 목적이 있다. 이를 위해 여성가족개발원이 수행한 부산광역시 보육실태조사 연구에 참여한 보육교사 1,120명을 대상으로 분석을 실시하였다. 연구 결과 보육지원 정책에 대한 보육교사의 인지도는 높게 나타난 반면, 중요도는 비교적 낮게 나타났다. 인지도가 높은 정책으로는 어린이집 평가제도와 아이사랑 카드제 등이 있었으며, 중요도가 높은 정책으로는 아이사랑 카드제도와 3-5세 누리과정 등으로 나타났다. 보육교사의 기관유형에 따라 인지도와 중요도에 차이가 있었던 반면, 학력, 최종자격, 전공에 따라서는 인지도에서만 유의미한 차이가 나타났다. 또한 매트릭스 분석을 통해 보육교사가 인식한 보육지원 정책의 타당성을 평가함으로써 부산시 보육지원 정책 운영방안에 대한 의미 있는 논의를 제공할 수 있었다.

The purpose of this study was to verify child care support policy validity and to promote child care support policy by exploring child care teacher‘s awareness and importance. The research participants were 1,120 teachers of daycare centers in Busan responded to the questionnaire survey created based on a Literature analysis and verification of content validity with professionals. The collected data was analyzed by SPSS 25.0 program. For data analysis, we implemented descriptive statistic analysis, One-way ANOVA and Matrix analysis. The results were as follows: First, the level of awareness of child care teacher for child care support policy shows high, while the level of importance of them appears relatively low. Second, matrix analysis results show child care support policy was defined by 4 quadrants(Ⅰ:keep up the good work[3, 5, 6], Ⅱ:modify a policy[1, 4, 7, 8], Ⅲ:overall reexamination[2, 11, 12, 13, 14], Ⅳ: strengthen public relation[9, 10]). Based on this, verification of child care support policy validity through analysis of child care support policy using Matrix Analysis, and could provide meaningful discussion on child care support policy in Busan.
