세계유산 강화 고인돌의 현황과 보존·활용 방안

Management and Use of World Heritage Site Ganghwa Dolmen Sites: Case study of the Province-designated Heritage

청동기시대의 거석 기념물이자 대표적인 묘제로 알려져 있는 고인돌은 우리나라 전역에 분포하고 있으며, 다양한 형식과 밀집된 분포를 기반으로 세계적으로 가치를 인정받아 고창·화순·강화의 고인돌이 2000년 12월 2일 세계유산으로 등재되었다. 특히 강화 고인돌은 섬이라는 제한적인 공간에 분포하고 있지만, 한반도의 청동기시대 문화연구에 있어 중요한 연구를 제공하고 있다. 강화의 고인돌은 일제 강점기의 조사와 연구를 시작으로 최근까지 지속되고 있다. 특히 최근 고인돌과 관련된 연구는 문화자원으로서의 보존과 활용을 위한 연구로 확장되고 있지만, 강화도의 고인돌에 대한 보존과 활용 현황에 대한 연구는 충분이 이루어졌다고 말하기 어렵다. 따라서 이번 연구에서는 강화도 고인돌의 보존관리 현황을 기반으로 관리를 위한 방안과 함께 사회적 자원으로서의 활용 방안을 제시하고자 하였다. 강화도의 고인돌은 2000년 세계유산으로 등재와 함께 보호 및 보존되고 있어 대체적으로 양호한 보존관리 상태를 보이고 있다. 그러나 이러한 양호한 보존관리에 비해 사회적 자원으로 적극적으로 활용되지는 못하고 있다. 강화 고인돌을 사회적 자원으로 보존 및 활용하기 위해서는 명확한 목적과 목표를 가진 조사와 연구를 통해 새로운 가치를 창출하고 이를 기반으로 보존 및 활용의 전략이 필요하다. 관리의 측면에서는 부분적인 보수 및 수리와 함께 지속적인 모니터링이 이루어져야 할 것이며, 유적 주변의 역사문화경관의 회복 측면에서 지장물의 철거가 필요하다. 제도적 측면에서는 이른바“빗금 1구역”을 문화재보호구역을 설정하여 보존하는 방안이 필요하다. 보존 및 관리와 함께 적극적인 역사문화자원으로서의 활용을 통해 사회적 가치의 증진이 필요하다. 이를 위해 지역 중심의 활용프로그램과 함께 세계문화유산 축전, 고인돌 축제 등을 추진하여 강화 고인돌 유적의 가치를 증진하여야 할 것이다.

Dolmens, which are known as megalithic monuments and representative tombs in the Bronze Age, are distributed throughout Korean peninsula. Based on the values formed by their diversity and dense of the distribution, it was nominated as World Heritage Site with Dolmen in Gochang and Hwasun in 2000. In particular, the Ganghwa Dolmen are distributed within an island, and they provide important information to study the Bronze Age in the Korean Peninsula. The dolmens of Ganghwa have been continuously investigated and studied until recent time since the Japanese colonial period. Research related to dolmen in recent years is expanded to preservation and use as cultural resources. It is hard to say, however, that the studies on the management and use of dolmens in Ganghwa Island have been sufficiently conducted. This study, therefore, intends to present a plan for management and utilization of the dolmens as a social resource, based on the current status of dolmens in Ganghwa Island. The dolmens of Ganghwa Island were nominated as a World Heritage Site in 2000 and are protected and preserved, so they are generally in good condition of conservation and management. However, compared to such good conservation management, it is not actively used as a social resource. In order to preserve and use the dolmens as a social resource, a strategy of preservation and utilization is needed to create new values produced by academic investigation and studies with clear research objectives and goals. In terms of management, continuous monitoring should be carried out along with partial repairs, and in terms of restoration of the historical and cultural landscapes around the sites, it is necessary to remove possible the threat. In the administrative aspect, there is a need for a plan to preserve the so-called Bitgeum 1 Zone by establishing a cultural property protection zone. In addition for preservation and management, it is necessary to promote social values through active use as historical and cultural resources. To this end, it is necessary to promote the value of the relics of Ganghwa Dolmen by promoting a world cultural heritage festival and a dolmen festival along with a regional application program.
